(52)\n25-1217\nMOTION (BLUMENFIELD - YAROSLAVSKY) relative to amending the\nprior Council action of November 4, 2025 regarding a proposed\nOrdinance amending the Chapter IX of the Los Angeles Municipal\nCode (LAMC) to incorporate by reference certain portions of the 2025\nEdition of the California Building Standards Code.\nRecommendation for Council action:\nAMEND the prior Council action of November 4, 2025 regarding\nregarding a proposed Ordinance amending the Chapter IX of the Los\nAngeles Municipal Code (LAMC) to incorporate by reference certain\nportions of the 2025 Edition of the California Building Standards Code\nto ADOPT technical recommendations to add and revise various\nsections in the proposed Ordinance, all of which have been uploaded\nto the Council file in a Department of Building and Safety report dated\nNovember 6, 2025, as follows:\n1. The “Added Sections,” remove several LAMC sections that are\nno longer needed, inasmuch as those sections are regulated\nunder California Building Standards Code.\n2. The “Changed Sections,” includes revised language to provide\nclarifying language and revisions to reference correct sections\nof the LAMC.\n3. Request the City Attorney to prepare and present the draft\nOrdinance, including the environmental clearance, that\nincorporates the Department of Building and Safety technical\nrecommendations dated November 6, 2025, uploaded to\nCouncil file No. 25-1217, which help ensure that our local\namendments to the California Building Standards Code (CBSC)\ncan be justified based on local climatic, geological, topographic,\nor environmental factors, as required by California Building\nStandards Law (Health and Safety Code, Division 13, Part 2.5).\nAdditionally, some changes are necessary to align our\namendments with the 2025 edition of the CBSC. Furthermore,\nseveral local amendments are deleted where the CBSC already\nincluded equivalent or more restrictive provisions.
