(41)\n25-1313\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nrequesting a report from the Los Angeles Housing Department (LAHD)\non how to improve the LAHD’s administration of Cost Recovery\nPrograms.\nRecommendation for Council action, pursuant to Motion (Blumenfield\n– Raman):\nINSTRUCT the LAHD, to report to Council in 90 days with\nrecommendations to improve the administration of Cost Recovery\nPrograms, including but not limited to elements outlined in the body of\nMotion (Blumenfield – Raman) dated November 5, 2025, attached to\nCouncil file No. 25-1313, and:\na. Adjustments to compliance requirements, such as the extension\nof current time limits required in ordinance by providing grace\nperiods, and the implementation of stronger fee recovery\ncomponents should an applicant surpass the required time limit\nrequirements.\nb. Modernization of City portals and communication methods,\nsuch as real-time application status, email confirmation after\npayments or required documentation submittals, and improved\nnotification of requirements.\nc. A focus on the current LAHD Case Management System, with\nrecommendations on the use of technological advancements\nincluding Al and other tools in order to support staff efficiency\nand transparency\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
