(47)\n25-0962\nENERGY AND ENVIRONMENT and PUBLIC WORKS COMMITTEES’\nREPORT relative to a collaboration with ShadeLA on shade expansion,\ntracking tree-planting efforts, Sidewalk and Transit Amenities Program\nimpacts, and related matters.\nRecommendations for Council action, as initiated by Motion\n(Nazarian – Padilla):\n1. INSTRUCT the Climate Emergency Mobilization Office, or any\nfuture rendition of this office that will operate under the\nEmergency Management Department, to collaborate with\nShadeLA on prioritization methodologies for the determination\nof locations for shade expansion, with a focus on equity of\nshade and hydration access for historically underserved\ncommunities, and incorporation of shade and tree canopy\nmetrics and goals as identified in the City's forthcoming Heat\nAction and Resilience Plan and the Sustainability Plan.\n2. INSTRUCT City Plants, Bureau of Sanitation, Bureau of Street\nServices (BSS), Department of Recreation and Parks, and\nDepartment of City Planning to support tracking and\nmaintenance of tree planting efforts, collaborate with ShadeLA\non the prioritization of selecting California native species to aid\nclimate-driven biodiversity in their tree planting efforts, instruct\nthe Urban Forestry Division to track the rate of permitted and\nprotected tree removals, and provide recommendations for a\nlimit on trees permitted for removal for development.\n3. INSTRUCT the Department of Water and Power to report in 45\ndays on the feasibility of providing water throughout the duration\nof the 2028 Olympic and Paralympic Games by increasing the\nnumber of hydration stations at these shade structures\nthroughout the City.\n4. INSTRUCT the BSS to report in 45 days on the potential\nimpacts this program can have on the City's contractual\nagreements for the Sidewalk and Transit Amenities program.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
