(3)\n20-1125-S1\nCATEGORICAL\nEXEMPTION,\nNEGATIVE\nDECLARATION,\nGOVERNMENT OPERATIONS COMMITTEE REPORT and\nORDINANCE FIRST CONSIDERATION relative to amending Los\nAngeles Municipal Code (LAMC) Section 105.03 regarding the location\nand zoning restrictions for Existing Medical Marijuana Dispensaries\nengaged in licensed Commercial Cannabis Activity.\nRecommendation fors Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. FIND after consideration of the whole of the administrative\nrecord, that:\na. This project is exempt on the basis of Negative\nDeclaration No. ENV-2017-2261-ND, adopted on\nNovember 28, 2018, to approve the project.\nb. The Ordinance is exempt pursuant to the California\nEnvironmental Quality Act (CEQA) Guidelines Sections\n15301 (categorical exemption for existing facilities) and\n15303 (categorical exemption for new construction or\nconversion of small structures); and, that none of the\nexceptions under 15300.2 apply.\n2. PRESENT and ADOPT the accompanying ORDINANCE dated\nOctober 31, 2025 amending Section 105.03 of Article V,\nChapter X of the LAMC regarding the location and zoning\nrestrictions for Existing Medical Marijuana Dispensaries\nengaged in licensed Commercial Cannabis Activity.\nFiscal Impact Statement: None submitted by the City Attorney.\nNeither the City Administrative Officer nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.
