Agenda Item 17

(17)\n25-0583\nTRANSPORTATION COMMITTEE REPORT relative to establishing\nthe 2024-25 private ambulance service rates in the City of Los Angeles\nand a new methodology for future rate adjustments.\nRecommendations for Council action:\n1. RECEIVE and FILE the Los Angeles Department of\nTransportation (LADOT) supplemental report dated October 24,\n2025, attached to the Council file, regarding private ambulance\nrates charged and regulated by the five largest cities and\ncounties in California, inasmuch as it is for information purposes\nonly and no action is required.\n2. FIND that the vote and approval of Board Order 611 by the\nBoard of Transportation Commissioners on June 13, 2024 was\nvalid and appropriate.\n3. FIND that rates for this industry were due for an adjustment\nbased upon increased operational costs.\n4. FIND that the LADOT's proposed schedule of fees shown in\nBoard Order 611, attached to the Council file, is just and\nreasonable.\n5. APPROVE Board Order 611, attached to the Council file,\nreflecting the rate schedules for private ambulance and non-\nambulatory passenger service.\n6. RESCIND previous Board Order 609.\n7. REQUEST the City Attorney prepare and present an Ordinance\nto establish the new rates.\nFiscal Impact Statement: The LADOT reports that there is no impact\nto the City’s General Fund. The City Administrative Officer (CAO)\nreports that there is no impact to the General Fund. The proposed\nrate adjustments would not impact the City budget as these rate\nincreases are charged to private ambulance service users and do not\naffect the fees paid to the City.\nFinancial Policies Statement: The CAO also reports that the\nrecommendation in this report complies with the City’s Financial\nPolicies.
