(38)\n25-1296\nHOUSING AND HOMELESSNESS COMMITTEE REPORT relative to\nagreements between the Los Angeles Housing Department (LAHD)\nand multiple contractors to provide the required services to operate the\nHandyworker Program.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. NOTE and FILE the LAHD report dated October 9, 2025,\ncontained in the City Administrative Officer (CAO) report dated\nOctober 29, 2025, attached to Council file No. 25-1296, relative\nto executing various City contracts for the Handyworker\nProgram.\n2. AUTHORIZE the General Manager, LAHD, or designee, to:\na. Execute a new agreement with AG Pacific Construction &\nDevelopment Corp. for Class B General Construction\nservices, in an amount not to exceed $544,554 for a term\nof nine (9) months commencing on January 1, 2026\nthrough September 30, 2026, with the option to renew for\nup to two (2) one-year terms, in substantial conformance\nwith the Agreement contained in the CAO report dated\nOctober 29, 2025, attached to the Council file, subject to\nthe review and approval of the City Attorney as to form,\nfunding availability, and compliance with the City’s\ncontracting requirements.\nb. Execute a new agreement with the Coalition for\nResponsible Community Development for Class B\nGeneral Construction services, in an amount not to\nexceed $218,773 for a term of nine (9) months\ncommencing on January 1, 2026 through September 30,\n2026, with the option to renew for up to two (2) one-year\nterms, in substantial conformance with the Agreement\ncontained in the CAO report dated October 29, 2025,\nattached to the Council file, subject to the review and\napproval of the City Attorney as to form, funding\navailability, and compliance with the City’s contracting\nrequirements.\nc. Execute a new agreement with Watts Labor Community\nAction Committee for Class B General Construction\nservices, in an amount not to exceed $124,549 for a term\nof nine (9) months commencing on January 1, 2026\nthrough September 30, 2026, with the option to renew for\nup to two (2) one-year terms, in substantial conformance\nwith the Agreement contained in the CAO report dated\nOctober 29, 2025, attached to the Council file, subject to\nthe review and approval of the City Attorney as to form,\nfunding availability, and compliance with the City’s\ncontracting requirements.\nd. Execute a sole source contract with EMSL Analytical, Inc.\ndba LA Testing for lead testing services in an amount not\nto exceed $15,000, for a term of nine (9) months\ncommencing on January 1, 2026 through September 30,\n2026, with the option to renew for up to two (2) one-year\nterms, in substantial conformance with the Agreement\ncontained in the CAO report dated October 29, 2025,\nattached to the Council file, subject to the review and\napproval of the City Attorney as to form, funding\navailability, and compliance with the City’s contracting\nrequirements.\ne. Prepare Controller instructions and any technical\nadjustments consistent with the Mayor and Council\nactions related to this matter, subject to the approval of\nthe CAO; and Request the Controller to implement those\ninstructions.\n3. REQUEST the Controller to:\na. Transfer $78,815 from Fund No. 43H624 Dupont Lead\nSafe to a new Account No. 43C588 - Handyworker within\nthe LAHD Small Grants & Awards Fund No. 49N.\nb. Transfer the following to Account No. 21C588 -\nHandyworker within the Community Development Block\nGrant Fund No. 424.\ni. Account No. 21C143, Account Name – LAHD,\nAmount - $583,281\nii. Account No. 21C299, Account Name –\nReimbursement of GF Costs, Amount - $228,996\n​\nc. Decrease $583,281 within Fund No. 100/43 Account No.\n001010 Salaries General.\nFiscal Impact Statement: The CAO reports that the proposed\nHandyworker contracts will be funded by the Community\nDevelopment Block Grant through the 51st Program Year 2025-26\nConsolidated Plan. Funding for each of the two subsequent fiscal\nyears is subject to Mayor and Council approval of the Consolidated\nPlan. The City’s financial obligation will be limited to funds\nappropriated for this purpose. There is no additional impact to the\nGeneral Fund.\nFinancial Policies Statement: The CAO reports that the above\nrecommendations comply with the City’s Financial Policies in that\ngrant funds will be used for grant-eligible activities.
