(39)\n23-1022-S22\nCD 14\nSTATUTORY EXEMPTION and HOUSING AND HOMELESSNESS\nCOMMITTEE REPORT relative to a lease agreement between the City\nand Hope the Mission to operate the A Bridge Home (ABH) site located\nat 310 North Main Street in Council District (CD) 14.\nRecommendations for Council action:\n1. DETERMINE that the funding allocation, lease, change in\nservice provider, and continued use for a period of\napproximately one year of the Bridge Housing/low barrier\nnavigation center located at 310 North Main Street is statutorily\nexempt from California Environmental Quality Act (CEQA) under\nPublic Resources Code Section (PRC) 21080.27.5, applicable\nlow barrier navigation centers and Government Code Section\n8698.4(a)(4) governing homeless shelter projects under a\nshelter crisis declaration. Please refer to Notice of Exemption\nfound in the Bureau of Engineering report dated June 13, 2025,\nattached to Council file No. 23-1022-S16.\n2. AUTHORIZE the General Manager, General Services\nDepartment (GSD), or designee, to negotiate and execute a\nlease agreement with Hope the Mission to operate an interim\nhousing site located at 310 North Main Street in CD 14, under\nthe terms and conditions substantially outlined in the Municipal\nFacilities Committee (MFC) report dated November 6, 2025,\nattached to Council file No. 23-1022-S22.\nFiscal Impact Statement: The MFC reports that there is no anticipated\nimpact to the General Fund as a result of the recommendations in this\nreport. On July 2, 2025, the Mayor concurred with the Council’s\napproval of the City Administrative Officer report (Council file No. 23-\n1022-S16), which programmed $3,216,015 of Homeless Housing,\nAssistance and Prevention Round 5 funds to support operations of\nthe site through June 30, 2026. No funding is provided for leasing,\nsince the site is owned by the City under GSD control and this is a no-\ncost agreement.
