(1)\n25-0929\nPUBLIC\nWORKS,\nRULES,\nELECTIONS\nAND\nINTERGOVERNMENTAL RELATIONS, and BUDGET AND FINANCE\nCOMMITTEE REPORT relative the feasibility of authorizing\ndepartments and bureaus to sell goods they produce.\nRecommendations for Council action, pursuant to Motion (Hutt –\nHarris-Dawson):\n1. INSTRUCT the City Administrative Officer (CAO), with the\nassistance of the City Attorney and Bureau of Street Services\n(BSS), to report on the feasibility of authorizing departments\nand bureaus to sell goods they produce, including asphalt and\nmulch, and to prepare and present the necessary documents to\nallow for the sale of these goods, including a ballot measure for\nthe June 2026 election if required.\n2. INSTRUCT the CAO, with the assistance of the City Attorney\nand BSS, to report on the feasibility of requiring the proprietary\ndepartments to use City-produced asphalt and to prepare and\npresent the necessary documents to codify this requirement,\nincluding a ballot measure for the June 2026 election if\nnecessary.\n3. INSTRUCT the Bureau of Engineering and BSS, with the\nassistance of the City Attorney, to report on the materials\nrequirements for resurfacing street cuts and report on the\nfeasibility of requiring non-City entities to use City- produced\nasphalt for repairing street cuts.\nFiscal Impact Statement: Neither the CAO nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.
