INSTRUCT the CAO, with the assistance of the City Attorney\nand BSS, to report on the feasibility of requiring the proprietary\ndepartments to use City-produced asphalt and to prepare and\npresent the necessary documents to codify this requirement,\nincluding a ballot measure for the June 2026 election if\nnecessary.\n3. INSTRUCT the Bureau of Engineering and BSS, with the\nassistance of the City Attorney, to report on the materials\nrequirements for resurfacing street cuts and report on the\nfeasibility of requiring non-City entities to use City- produced\nasphalt for repairing street cuts.\nFiscal Impact Statement: Neither the CAO nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.

(10)\n25-1126\nGOVERNMENT OPERATIONS and BUDGET AND FINANCE\nCOMMITTEES’ REPORT relative to establishing a Cannabis Business\nTax (CBT) Relief Program.\nRecommendations for Council action, pursuant to Motion (Lee –\nHernandez):\n1. INSTRUCT the Department of Cannabis Regulation (DCR) to\nreport to Council on how to revise its "good standing" provision\nin relation to back-owed taxes.\n2. INSTRUCT the Office of Finance, with the assistance of the\nDCR, City Administrative Officer (CAO), and the City Attorney,\nto report to Council within 30 days with recommendations for\nestablishing a CBT Relief Program modeled in part by the City\nof San Francisco but with options for three months, six months,\nnine months, and 12 months.\nFiscal Impact Statement: Neither the CAO nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.

(11)\n25-0683\nAD HOC COMMITTEE FOR LA RECOVERY REPORT relative\nto funding for the AECOM contract to provide as-needed project\nmanagement, engineering support and other expert consulting\nservices in response to the January 2025 Wind and Fire Storm event.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. TRANSFER appropriations in the amount of $8 million from the\nUnappropriated Balance (UB) Fund No. 100/58, Account No.\n580196, Reserve for Mid-Year Adjustments, to Bureau of\nEngineering (BOE) Fund No. 100/78, Account No. 003040,\nContractual Services.\n2. AUTHORIZE the BOE to pay AECOM up to the initial $5 million\nfor work and services performed, with the first three report\ndeliverables to be provided within 30 days, or sooner, to the\nextent feasible to Council; and, that approval of further payment\nfor work on long-term recovery will be subject to the review and\napproval of the Ad Hoc Committee for LA Recovery.\n3. AUTHORIZE the City Administrative Officer (CAO) to make\ntechnical corrections to these instructions as necessary to\nimplement Mayor and Council instructions.\n(Budget and Finance Committee report to be submitted in\nCouncil. (12)\n25-0006-S86\nAD HOC COMMITTEE FOR LA RECOVERY REPORT relative to the\nfeasibility of granting the Director of Finance increased delegated\nauthority to promulgate rules that grant a one-time Measure ULA tax\nexemption to all residential property owners in the Pacific Palisades.\nRecommendations for Council action, pursuant to Motion (Park –\nHarris-Dawson):\n1. REQUEST the City Attorney to provide an analysis of the\nproposal presented by Steadfast LA; and, if deemed feasible,\nprepare and present an ordinance to effectuate the proposal,\ndetailed in the October 9, 2025 letter issued by Mayor Karen\nBass, within 30 days.\n2. (17)\n23-0600-S121\nPUBLIC SAFETY and TRANSPORTATION COMMITTEES’ REPORT\nrelative to an independent evaluation of the Vision Zero Program and a\nrevised Department of Transportation (DOT) Vision Zero Evaluation\nand Safety Plan.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. AUTHORIZE the use of $1.7 million in uncommitted funds in\nFund No. 59C/94, Account No. 94YG25 Vision Zero Corridor\nProjects, to address the immediate actions detailed in the joint\nCity Administrative Officer (CAO) and Department of\nTransportation (DOT) report dated April 11, 2025, attached to\nthe Council file, for the following purposes:\na. AUTHORIZE the Controller to transfer and appropriate:\ni. $500,000 from Fund No. 59C/94, Account No.\n94YG25 Vision Zero Corridor Projects, to a new\naccount entitled Vision Zero Educational Campaign.\nii. $900,000 from Fund No. 59C/94, Account No.\n94YG25 Vision Zero Corridor Projects, to a new\naccount entitled Street Design Manual for the Street\nDesign Manual updates.\niii. $300,000 from Fund No. 59C/94, Account No.\n94YG25 Vision Zero Corridor Projects, to a new\naccount entitled Speed Safety System Pilot Program\nfor the DOT to hire a consultant to assist with the\nprogram framework and data collection and analysis\nfor the Speed Safety Use Policy and a Speed Safety\nSystem Impact Report.\nb. AUTHORIZE the CAO to make technical corrections, as\nnecessary, to the transactions authorized in this report, as\nrequired to implement the intent of those transactions.\n2. DIRECT the DOT and the CAO to report to Council on the\nexpenditure and encumbrance of all Vision Zero funds from all\nfiscal years in the First Financial Status Report and the Mid-\nYear Financial Status Report.\n3. INSTRUCT the Los Angeles Police Department (LAPD) to\nreport in the Financial Status Reports on the allocation and use\nof sworn overtime budget line item dedicated to traffic and\nspeed enforcement under the Vision Zero Program.\n4. DIRECT the LAPD, with support from the DOT, to report on the\npercentage of speeding violations issued on the High Injury\nNetwork from its 2018 adoption to present, as well as traffic\nenforcement strategies to improve compliance with traffic safety\nlaws, and an implementation plan that prioritizes compliance on\nthe streets in the City of Los Angeles with the highest rates of\ncrashes that result in severe injury and death.\n5. DIRECT the LAPD and the Los Angeles Fire Department, in\ncoordination with the DOT, to report on improving data\ncollection and reporting for all types of collisions, including near-\nmisses to better understand the volume of crashes and specific\nroad design interventions needed to advance Vision Zero.\n6. REQUEST the City Attorney, with the assistance of the LAPD\nand DOT, to draft an ordinance to update the Los Angeles\nMunicipal Code (LAMC) to reflect recent changes to State law\nso that they can be enforced to improve safety, and report back\non proposed ordinance(s) to ensure pedestrian safety based on\nthe forthcoming findings from the California Highway Patrol as\ndirected in Assembly Bill 2147.\n7. APPROVE the 2024 Priority Safety Corridors methodology that\nwill prioritize traffic safety investments in street design and\ninfrastructure projects based on existing crash data, equity\nmetrics, and other contextual factors.\n8. DIRECT the DOT and the appropriate Vision Zero Executive\nDirective 9 (ED9) subcommittee departments to report with a\nrecommended methodology to prioritize traffic safety\ninvestments in historically disadvantaged communities with the\nhighest needs. This report should refer to and incorporate the\nrecommendations included in Council file No. (CF) 23-0935.\n9. DIRECT the DOT, with the assistance of LAPD and other\nappropriate City departments, to update the 2018 Vision Zero\nAction Plan, provide that Action Plan to both the Mayor and the\nCity Council, and to provide annual progress updates.\n10. DIRECT the DOT and LAPD to provide quarterly reports on the\nactivities and progress toward the Action Plan, and the activities\nof the Vision Zero ED9 subcommittee.\n11. DIRECT the DOT, with the assistance of the LAPD and CAO, to\nreport with an implementation plan and funding strategy to\napply the recommendations in the Safety Study\ncountermeasures toolkit to address traffic crashes that result in\npedestrian deaths and serious injuries at unmarked, marked,\ncontrolled, and uncontrolled crosswalks.\n12. DIRECT the DOT, with the assistance of the LAPD and CAO,\nand other appropriate City departments, to report:\na. With an implementation and funding strategy for the use\nof automated speed enforcement, in accordance with\ndirection in CF 23-1168.\nb. On the protocols in place and necessary changes to\nMemoranda of Understanding with entities that operate\nspeed enforcement cameras, to protect individual’s\nprivacy, limit data retention periods, and prevent the\nsharing of data with outside entities.\n13. DIRECT the DOT to report within 90 days with a proposed\nVision Zero Educational/Public Awareness Campaign that\nincorporates the findings of both third-party evaluations,\nincluding the planned use of educational campaign funds and\nany additional resources needed to execute the campaign.\n14. DIRECT the Department of Public Works Bureaus of\nEngineering, Street Lighting, and Street Services, and LAPD to\nreport on how the findings of the Vision Zero Safety Study\ncollision trend analysis and the new Vision Zero prioritization\nmethodology can be incorporated in their work plan to improve\nsafety outcomes.\n(Budget and Finance Committee report to be submitted in\nCouncil. Future year funding\nfor the Vision Zero Program will be considered during the annual\nbudget process. The Chief Legislative Analyst has not completed a\nfinancial analysis of this report.\nFinancial Policies Statement: The CAO and DOT also report that the\nrecommendations in the report comply with the City’s Financial\nPolicies in that changes to budget appropriations during the fiscal\nyear shall be limited and subject to the review of the Mayor and the\nCity Council.
