(12)\n25-0006-S86\nAD HOC COMMITTEE FOR LA RECOVERY REPORT relative to the\nfeasibility of granting the Director of Finance increased delegated\nauthority to promulgate rules that grant a one-time Measure ULA tax\nexemption to all residential property owners in the Pacific Palisades.\nRecommendations for Council action, pursuant to Motion (Park –\nHarris-Dawson):\n1. REQUEST the City Attorney to provide an analysis of the\nproposal presented by Steadfast LA; and, if deemed feasible,\nprepare and present an ordinance to effectuate the proposal,\ndetailed in the October 9, 2025 letter issued by Mayor Karen\nBass, within 30 days.\n2. INSTRUCT the Office of Finance, in coordination with the City\nAttorney and the Chief Legislative Analyst (CLA), to present\noptions for a Measure ULA rebate program for eligible property\nowners if the City Attorney deems the suspension of Measure\nULA for fire victims to be infeasible.\n(Budget and Finance Committee report to be submitted in\nCouncil.
