(9)\n23-1027-S11\nPUBLIC WORKS COMMITTEE REPORT relative to streamlining the\nuse of alternative project delivery methods for City projects.\nRecommendations for Council action, pursuant to Motion (Rodriguez\n– Hernandez):\n1. INSTRUCT the Department of Public Works (DPW) to report on\nits current policies for determining when it is appropriate to use\nalternative project delivery methods, a comparative analysis of\nprojects delivered under design-bid-build versus alternative\ndelivery methods, and the average cost share of design and\nconstruction by project category for recent infrastructure\nprojects, in order to ensure that the City is currently following\nbest practices and realizing efficiencies in its project\nmanagement policies.\n2. INSTRUCT the Chief Legislative Analyst (CLA), with the\nassistance of the City Attorney and DPW, to report on the\nfeasibility of allowing for the use of alternative project delivery\nmethods for City construction projects without the need for\napproval by ordinance for each individual project and to report\nwith recommendations to effectuate this policy, including a ballot\nmeasure for the November 2026 General Election if necessary.\n(Rules, Elections and Intergovernmental Relations\nCommittee report to be submitted in Council.
