19.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING SERVICES TO UPDATE THE\nENGINEERING STANDARDS FOR THE PUBLIC WORKS AND UTILITIES\nDEPARTMENT – F2M25-50, RFP2M25-20, C2M25-78, M2M25-180\nOn September 22, 2025, the City Council approved the distribution of a Request for\nProposals for professional engineering services to update the Engineering Standards for\nthe Public Works and Utilities Department. The City Standard Engineering Plans provide\nuniform design, construction guidelines, and standards for implementing public and private\nprojects. Staff reviewed a total of two proposals. West & Associates Engineering Inc. was\nselected based on their qualifications, experience, reputation, responsiveness, availability,\nand cost.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nWest & Associates Engineering Inc. for professional engineering services to update the\n10\nEngineering Standards for the Public Works and Utilities Department in an amount not to\nexceed $179,850.00; authorize the City Manager or designee to execute all documents\nrelated to the contract; and direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
