10.\nNOTICE INVITING BIDS: WATER MAIN REPLACEMENT PROJECT ON SEVENTH\nSTREET BETWEEN VALLEY BOULEVARD AND SHORB STREET – F2M25-63,\nN2M25-174\nThe Utilities Department regularly installs water mains to replace aging pipelines and to\nimprove system reliability and water quality. The six-inch cast iron water main pipes on\nSeventh Street between Valley and Shorb were installed in the 1930’s. The replacement\nof lines greatly improves flow and firefighting capabilities in an emergency. This project\nwill replace the existing six-inch cast iron water mains with new twelve-inch ductile iron\nwater mains. Plans and specifications have been prepared. Staff has reviewed the plans\nand found them to be consistent with the City’s standards.\nRecommended Action:\nCity Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Water Main Replacement Project on Seventh Street\nbetween Valley Boulevard and Shorb Street with bids due no later than 10:30 a.m. on\nJanuary 8, 2026 and opened at 11:00 a.m. that same day; and, direct staff to undertake\nthe steps necessary to finalize the Council’s action.

11.\nNOTICE INVITING BIDS: REHABILITATION OF THE STORM DRAIN ON CARLOS\nAVENUE – F2M25-64, N2M25-175\nThe storm drain pipe located at Carlos Avenue, which is from 2027 Carlos Avenue to\nMontezuma Avenue, has been broken and needs to be repaired to handle normal water\nflow before flooding occurs. Due to the pipe passing through many private properties, the\npipe lining method is a preferable way to repair the pipe. This storm drain pipe is 18-inch\nin diameter and about 300 feet in length. Plans and specifications have been prepared.\nStaff has reviewed the plans, and found them to be consistent with City’s standards.\nRecommended Action:\nCity Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Rehabilitation of the Storm Drain on Carlos Avenue with\nbids due no later than 10:30 a.m. on Thursday January 8, 2026, and opened at 11:00 a.m.\nthat same day; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.

12.\nNOTICE INVITING BIDS: DEPUTY BUILDING INSPECTOR SERVICES FOR THE\nCONSTRUCTION OF THE COMMUNITY CENTER – F2M22-65, N2M25-176\nThe construction of the Alhambra Community Center requires the services of a Deputy\nBuilding Inspector to provide inspection services for the following scope of work: reinforced\nconcrete special inspection, masonry special inspection, structural steel and welding,\nseismic/wood framing inspection, miscellaneous field testing and laboratory services. Bids\nare due no later than 10:30 a.m. on January 15, 2026 in the office of the City Clerk and\nwill be opened at 11:00 a.m. that same day.\nRecommended Action:\nCity Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for Deputy Building Inspector Services for the Alhambra\nCommunity Center; and, direct staff to undertake the steps necessary to finalize Council’s\naction.

13.\nAUTHORIZE RFP: JANITORIAL SERVICES FOR CITY PARKING STRUCTURES –\nF2M25-65, RFP2M25-27\nThe current janitorial and cleaning services contract for the City-owned parking structures\nexpired in July 2025. The City of Alhambra Public Works Department is requesting\nproposals for janitorial and cleaning services for three City-owned parking structures\nlocated at 80 South First Street, 26 North First Street, and 103 North Chapel Avenue. City\nstaff is seeking a qualified and experienced company to provide comprehensive cleaning\nservices, including emptying waste receptacles, debris removal, bi-monthly pressure\nwashing of stairways, and cleaning and sanitizing of elevator floors, doors, and interior\nwalls. In addition, services shall include the use of a vacuum truck for floor cleaning and\nother janitorial tasks necessary to maintain the parking structures in a clean, safe, and\npresentable condition for public use.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for the janitorial services for City-owned parking structures, with proposals due\nno later than 10:30 a.m. on January 22, 2026; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.

14.\nAWARD CONTRACT: STORY PARK IMPROVEMENT PROJECT – F2M22-37, N2M25-\n111, C2M25-74, M2M25-176\nOn August 25, 2025, the City Council approved the distribution of a Notice Inviting Bids\nfor the Story Park Improvement Project. On October 16, 2025, the City Clerk received six\nbids for the Project ranging from $776,930 (Ankor Associates, Inc.) to $1,441,040 (H2M\nConstruction, Inc.). The bid received from Ankor Associates, Inc. is the lowest responsive\nbid and upon staff review, it was found to be in full compliance and conformance with the\nproject specifications.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Ankor Associates, Inc. for the Story\nPark Improvement Project in an amount not to exceed $776,930.00; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 15.\nQUARTERLY CONTRACTS REPORT AS OF NOVEMBER 30, 2025 – F2M25-40\nOn August 26, 2024, the City Council adopted Ordinance No. O2M24-4837, implementing\nthe California Uniform Public Construction Cost Accounting Act (CUPCCAA), as outlined\nin California Public Contract Code Sections 22000–22045. On April 28, 2025, the City\nCouncil adopted Ordinance No. O2M25-4845, updating contract thresholds in accordance\nwith recent CUPCCAA amendments. During this meeting, the Council also requested a\nreport identifying all contracts awarded between $50,000 and $75,000, which previously\nrequired Council approval before CUPCCAA implementation. During the reporting period\nof September 1, 2025 through November 30, 2025, a total of 12 contracts were awarded\nranging from $50,000 to $75,000, exceeding the previous $50,000 threshold.\nRecommended Action:\nCity Council receive and file the quarterly contracts report\nfor the period of September 1, 2025 through November 30, 2025.

16.\nAWARD CONTRACT: SODIUM HYPOCHLORITE FOR TREATMENT OF DRINKING\nWATER – F2M25-59, RFP2M25-23, C2M25-75, M2M25-177\nOn October 27, 2025, the City Council approved the distribution of a Request for Proposals\nfor Sodium Hypochlorite for the Treatment of Drinking Water. There was one proposal\nreceived for the project. Staff conducted a review and evaluation of the responding\nproposal and HASA, Inc., was selected based on their qualifications, standards of quality,\ncapability to deliver product throughout the contract term, third party hauling company’s\nreputation, flexibility, references and unit cost of the product.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nHASA, Inc., for Sodium Hypochlorite for the Treatment of Drinking Water in an amount not\nto exceed $160,000.00 for one year, with two additional one-year renewal options, for a\ntotal amount not to exceed $480,000.00 over a three-year period; for Fiscal Year 2025-\n2026, direct the Finance Director to appropriate funds in the amount of $16,302.02 from\nthe Water Fund Balance and allocate to account number 401.80.8888.64931 authorize\nthe City Manager to execute the extensions if the services are satisfactory; and, direct\nstaff to undertake the steps necessary to finalize Council's action. 17.\nAWARD CONTRACT: CONSTRUCTION MANAGEMENT AND CONSTRUCTION\nINSPECTION SERVICES FOR THE GREEN STREET DEMONSTRATION PROJECT\nON MAIN STREET – F2M23-56, RFP2M25-17, C2M25-76, M2M25-178\nOn September 8, 2025, the City Council approved the distribution of a Request for\nProposals for Construction Management and Construction Inspection Services for the\nGreen Street Demonstration Project on Main Street. Staff received and reviewed a total\nof four proposals. Willdan was selected based on their qualifications, experience,\nresponsiveness, availability, and cost.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nWilldan for Construction Management and Construction Inspection Services for the Green\nStreet Demonstration Project on Main Street in an amount not to exceed $901,564; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. 18.\nAWARD CONTRACT: PURCHASE OF WATER METERS – F2M25-6B, C2M25-77,\nM2M25-179\nEvery year, the Utilities Department implements a water meter replacement program to\nreplace broken, old, and inaccurate water meters throughout the City. Water meters are\nalso required for new development and to complete meter installations for the Advanced\nMetering Infrastructure (AMI) System. Replacement of water meters is critical to ensure\nmeter accuracy for billing. The Sensus Flexnet System is utilized in Alhambra to read the\nwater meters on a bi-monthly basis. Thirkettle Corporation dba Aqua-Metric Sales\nCompany is the sole distributor in the State of California of Sensus Meters, which is the\nmeter supported by the Sensus Flexnet AMI System.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nThirkettle Corporation dba Aqua-Metric Sales Company, for the purchase of water meters\nand accessories in an amount not to exceed $400,000.00; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 19.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING SERVICES TO UPDATE THE\nENGINEERING STANDARDS FOR THE PUBLIC WORKS AND UTILITIES\nDEPARTMENT – F2M25-50, RFP2M25-20, C2M25-78, M2M25-180\nOn September 22, 2025, the City Council approved the distribution of a Request for\nProposals for professional engineering services to update the Engineering Standards for\nthe Public Works and Utilities Department. The City Standard Engineering Plans provide\nuniform design, construction guidelines, and standards for implementing public and private\nprojects. Staff reviewed a total of two proposals. West & Associates Engineering Inc. was\nselected based on their qualifications, experience, reputation, responsiveness, availability,\nand cost.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nWest & Associates Engineering Inc. for professional engineering services to update the\n10\nEngineering Standards for the Public Works and Utilities Department in an amount not to\nexceed $179,850.00; authorize the City Manager or designee to execute all documents\nrelated to the contract; and direct staff to undertake the steps necessary to finalize the\nCouncil’s action. On Tuesday,\nNovember 4, 2025 and Thursday, November 6, 2025, the City Clerk received seventy-\nnine (79) bids for sixteen construction building services for the Alhambra Community\nCenter. Funding for the Alhambra Community Center has been established in the current\nFiscal Year budget.\nRecommended Action:\nCity Council award contracts, subject to final language\napproval by the City Manager and the City Attorney, in the total amount not to exceed\n$17,104,619 for the following construction building services for the Alhambra Community\nCenter:\nAnd, direct staff to undertake the steps necessary to finalize Council’s action. 20.\nAUTHORIZE RFP: ALHAMBRA SOLID WASTE MANAGEMENT SERVICES\nAGREEMENT AUDIT – F2M25-66, RFP2M25-28, M2M25-181\nOn July 1, 2021, the City entered into a Solid Waste Agreement with waste hauler,\nRepublic Services. Per Section 8.2.7 of the Solid Waste Agreement, the City has the right\nto conduct audits of the hauler at any time to verify compliance with the terms of the\nAgreement. At this time, the City would like to exercise Section 8.2.7 of the contract for\nthe audit of Rate Year 2023-24 to ensure compliance. The cost of the audit is paid for by\nRepublic Services per the Agreement in an amount not to exceed $70,000. Per the\nAgreement, subsequent biannual audits may be executed.\nRecommended Action:\nCity Council approve a Request for Proposals for\nprofessional services to conduct an audit of reports and records for the Rate Year 2023-\n24 under the Solid Waste Management Services Agreement with Republic Services;\nappropriate $70,000 in expenditures and revenues under the Sanitation Fund (415); and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 21.\n2025 STRATEGIC PLAN UPDATE – F2M25-28\nOn March 24, 2025, the City Council approved the 2025 Strategic Plan following two\nspecial City Council meetings that were conducted to review and update the goals and\nobjectives that were previously established in the 2024 Strategic Plan. The 2024 Strategic\nPlan contains six Goals: Goal 1: Enhance Public Safety; Goal 2: Improve Infrastructure\nand Mobility; Goal 3: Create a Strong Financial Base and Strong Economic Base\n(Economic Development); Goal 4: Enhance Transparency and Open Governance; Goal\n5: Promote Sustainability; and, Goal 6: Improve Housing Opportunities. Staff will continue\nto present quarterly updates to the Council and will diligently work through Strategic Plan\ngoals and individual items to enable important progress.\nRecommended Action:\nCity Council receive and file the 2025 Strategic Plan update.

22.\nCONTRACT AMENDMENT: HEATING, VENTILATION AND AIR CONDITIONING\n(HVAC) MAINTENANCE SERVICES – F2M22-44, C2M22-42, M2M25-183\nThe City awarded a three-year contract to Allison Mechanical, Inc. for Heating, Ventilation,\nand Air Conditioning (HVAC) maintenance services for the Police Department, City Hall\nand the Library in the amount of $335,196.00. The agreement is for preventative\nmaintenance only and does not include repairs. On March 11, 2024, the City Council\napproved Amendment No. 1 to include quarterly maintenance services at Fire Stations 72,\n73, and 74, and the Training Facility for an additional amount of $14,457.00. On June 23,\n2025, the City Council approved Amendment No. 2 to extend Allison Mechanical Inc’s\ncontract for one year, through fiscal year 2025-2026, in an amount not to exceed\n$129,289.00. Staff is requesting to add $45,000 to the contract for minor repairs at all City\nfacilities when issues discovered during preventative visits, or when a work order is\nrequested due to failures.\nRecommended Action:\nCity Council approve a contract amendment (Amendment\nNo. 3) with Allison Mechanical, Inc. (C2M22-42) in an amount not to exceed $45,000 for\nHeating, Ventilation, and Air Conditioning (HVAC) repairs for a contract total of\n$174,289.00 for fiscal year 2025-2026, subject to approval by the City Manager and City\nAttorney; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M25-183)

26.\nFIRST READING OF AN ORDINANCE AMENDING THE ALHAMBRA MUNICIPAL\nCODE BY MODIFYING TITLE 20 THEREOF ADOPTING BY REFERENCE, THE 2025\nCALIFORNIA BUILDING, RESIDENTIAL, ELECTRICAL, MECHANICAL, PLUMBING,\nENERGY, HISTORICAL BUILDING, EXISTING BUILDING, AND GREEN BUILDING\nSTANDARDS CODES, WITH CERTAIN AMENDMENTS,\nADDITIONS, AND DELETIONS THERETO– F2M25-60, O2M25-4853\n\nEvery three years, the California Building Standards Commission (CBSC) publishes an\nupdated edition of Title 24 of the California Code of Regulations, known collectively as the\n“California Building Standards Code”. The 2025 edition of Title 24 was published on July\n1, 2025, and will become effective January 1, 2026, Statewide. California Codes can be\nviewed at: https://www.dgs.ca.gov/BSC/Codes. State law (California Health and Safety\nCode § 18938.5) requires all cities to enforce these updated codes. Cities may also adopt\nlocal amendments where justified by local climatic, geological, or topographical conditions,\nand such findings must be filed with the California Building Standards Commission. For\nthis code adoption cycle, City of Alhambra is adopting the 2025 California Building\nStandards Code directly, without incorporating the Los Angeles County amendments.\nRecent state legislation, Assembly Bill (AB) 130 (2025), placed a moratorium on\nresidential building code modifications. This prevents local jurisdictions from adopting new\nreach codes or other local standards exceeding state minimums for residential\noccupancies. Limited exceptions exist for home hardening measures, emergency\nprovisions, and codes substantially equivalent to those in effect before January 1, 2025.\nThe State codes, as adopted by the California Building Standards Commission, are\ncomprehensive, sufficient, and thoroughly address public health, life safety, and welfare.\nBy adopting the state codes directly, City Alhambra maintains compliance with AB 130\nwhile continuing to rely on robust statewide building safety standards.\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M25-4853: An Ordinance of the Alhambra City Council\namending the Alhambra Municipal Code by modifying Title 20 thereof adopting\nby reference, the 2025 California Building, Residential, Electrical, Mechanical,\nPlumbing, Energy, Historical Building, Existing Building, and Green Building\nStandards Codes, with certain amendments, additions, and deletions thereto\nwhich ordinance will return for a second reading and adoption at a public\nhearing at the January 12, 2026 Council meeting.

27.\nSECOND READING AND ADOPTION OF AN ORDINANCE AMENDING CHAPTER\n9.18 (SMOKING REGULATED OR PROHIBITED) OF THE ALHAMBRA MUNICIPAL\nCODE TO PROHIBIT SMOKING IN MULTI-UNIT RESIDENCES OF FOUR (4) OR\nMORE UNITS – F2M25-7, O2M25-4852\nStaff requests that the City Council declare introduced for second reading and adopt an\nOrdinance amending Chapter 9.18 of the Alhambra Municipal Code to prohibit smoking in\nmulti-unit residential properties consisting of three (3) or more units. On June 23, 2025,\nthe City Council directed staff to research options for prohibiting smoking in multi-unit\nresidential properties. On September 22, 2025, the City Council further directed staff to\nprepare an ordinance expanding the City’s smoking regulations to include multi-unit\nresidences of four (4) or more units, and requested that the ordinance incorporate a three-\nyear phase-in period for existing units, an emphasis on private enforcement, educational\nresources for smoking cessation and addiction treatment, and notification and signage\nrequirements for landlords and homeowners’ associations. On October 27, 2025, the first\nreading of Ordinance O2M25-4852 was brought before the City Council. Following public\ncomment and Council discussion, the City Council directed staff to revise the ordinance\nto apply to multi-unit residences of three (3) or more units.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M25-4852: An Ordinance of the City Council of the City of\nAlhambra, California, Amending Chapter 9.18 (Smoking Regulated or\nProhibited) of the Alhambra Municipal Code to prohibit smoking in multi-unit\nresidences of four (4) or more units

On October 23, 205, the City Clerk received seven\nbids for earthwork and site demolition services for the Poppy Park project ranging from\n$64,000 (Precision Environmental) to $165,632 (Elegant Construction Inc.). The bid\nreceived from Precision Works, Inc. 5.\nAUTHORIZE RFP: CONTRACT MANAGEMENT AND INSPECTION SERVICES FOR\nTHE SEWER LIFT STATION NO. 5 REPLACEMENT PROJECT – F2M25-57, RFP2M25-\n24\nThe Sewer System Rehabilitation Plan completed in March 2009 identified Sewer Lift\nStation No. 5, located at 913 Clay Court east of Granada Avenue and north of Mission\nRoad, in need of complete replacement. On October 27, 2025, the City Council approved\ndistribution of a Notice Inviting Bids for the Sewer Lift Station No. 5 Replacement Project.\nStaff is requesting approval of the distribution of Requests for Proposals for Construction\nManagement and Inspection Services for the Sewer Lift Station No. 5 Replacement\nProject. The construction management and inspections firm shall be responsible as\nconstruction manager and inspector to ensure the work is in accordance with the contract\ndocuments and applicable regulatory activities such as communication, monitor\nscheduling and budgeting, meetings, and other miscellaneous activities.\nRecommended Action:\nCity Council approve the distribution of a Request for\nProposals for Construction Management and Inspection Services for the Sewer Lift Station\nNo. 5 Replacement Project with proposals due no later than 4:00 p.m. on December 30,\n2025; and, direct staff to undertake the steps necessary to finalize Council’s action.

6.\nNOTICE OF COMPLETION: INSTALLATION OF PEDESTRIAN COUNTDOWN\nSIGNAL HEAD SYSTEMS PROJECT AT VARIOUS INTERSECTIONS THROUGHOUT\nTHE CITY (HSIP-5130(022)) – F2M23-73, C2M24-16, M2M25-174\nOn March 11, 2024, the City Council awarded a contract for the Installation of Pedestrian\nCountdown Signal Head Systems at various intersections throughout the City Project\n(HSIP-5130(022)) to Bear Electrical Solutions, Inc. in the amount of $170,920.00. This\nproject has been inspected by staff and all work has been completed in accordance with\nthe City’s requirements and specifications. 7.\nNOTICE OF COMPLETION: ALHAMBRA GOLF COURSE BUNKER SAND\nREPLACEMENT IMPROVEMENT PROJECT – F2M25-34, C2M25-32, M2M25-175\nOn July 28, 2025, the City Council awarded a contract to D.H.R Construction Inc. for the\nGolf Course Bunker Sand Replacement Improvement Project in the amount of\n$361,455.00. The project was completed under budget at $355,265.96 with a savings of\n$6,189.04. There were no change orders associated with the project. This project has\nbeen inspected by staff and all work has been completed in accordance with the City’s\nrequirements and specifications. As such, it would be appropriate for the City Council to\naccept this project as complete.\nRecommended Action:\nCity Council accept the work of D.H.R. 8.\nAUTHORIZE RFP: PROFESSIONAL CONSULTING SERVICES TO PREPARE A\nFEASIBILITY STUDY ON THE CREATION OF A BUSINESS IMPROVEMENT\nDISTRICT (BID) OR A PROPERTY AND BUSINESS IMPROVEMENT DISTRICT (PBID)\n– F2M25-61, RFP2M25-25\nOn June 23, 2025, the City Council approved the 2025 Strategic Plan, including Goal\nThree: Create a Strong Financial Base and Strong Economic Base (Economic\nDevelopment). One of the goal’s objectives is to research and initiate a study to explore\nexpanding the Downtown Alhambra Business Association (DABA) boundaries and\npotentially increasing the assessment amounts. To increase DABA’s operating budget, a\nBID/PBID feasibility study is being proposed to analyze whether a Business Improvement\nDistrict (BID) or Property and Business Improvement District (PBID) structure would be\nviable and appropriate for Alhambra. A BID or PBID would replace DABA and its current\nassessment structure. These districts are special assessment areas established and\napproved by local businesses and property owners. BIDs and PBIDs are independent from\nthe City and empower local property owners, businesses, and stakeholders to take an\nactive role in identifying specific needs, determining how funds are spent, and promoting\nlong-term economic vitality. A BID/PBID in Alhambra could enhance services such as\npublic safety, maintenance, marketing, and promotional events.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals to provide professional consulting services to create a feasibility study for a\nBusiness Improvement District (BID) or a Property and Business Improvement District\n(PBID) within Downtown Alhambra; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.

9.\nAUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR\nPRIORITY PEDESTRIAN IMPROVEMENTS PROJECT – F2M25-62, RFP2M25-26\nOn March 11, 2024, the City Council adopted the Bicycle and Pedestrian Improvement\nPlan, which establishes a vision for biking and pedestrian infrastructure and facilitates\nfurther planning and funding support for the implementation of the City’s active\ntransportation goals. On October 6, 2025, the City received a Funding Agreement in the\namount of $14,387,027.50 in Measure R funds for the Pedestrian Improvement Project\n(Project). The funding covers all project phases, including design, engineering, and\nconstruction associated with improving the eight priority pedestrian locations identified in\nthe City’s Bicycle and Pedestrian Improvement Plan. On October 27, 2025, the City\nCouncil accepted the Measure R grant funds and directed staff to proceed with grant\nimplementation. In accordance with the Project scope, staff is seeking authorization to\nsolicit proposals for engineering design services for the City’s pedestrian improvements.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for professional engineering design services for the City’s Priority Pedestrian\nImprovements under the Alhambra Bicycle and Pedestrian Improvement Plan, with\nproposals due no later than 4:00 p.m. on March 27, 2026; and, direct staff to undertake\nthe steps necessary to finalize the Council’s action.
