8.\nAUTHORIZE RFP: PROFESSIONAL CONSULTING SERVICES TO PREPARE A\nFEASIBILITY STUDY ON THE CREATION OF A BUSINESS IMPROVEMENT\nDISTRICT (BID) OR A PROPERTY AND BUSINESS IMPROVEMENT DISTRICT (PBID)\n– F2M25-61, RFP2M25-25\nOn June 23, 2025, the City Council approved the 2025 Strategic Plan, including Goal\nThree: Create a Strong Financial Base and Strong Economic Base (Economic\nDevelopment). One of the goal’s objectives is to research and initiate a study to explore\nexpanding the Downtown Alhambra Business Association (DABA) boundaries and\npotentially increasing the assessment amounts. To increase DABA’s operating budget, a\nBID/PBID feasibility study is being proposed to analyze whether a Business Improvement\nDistrict (BID) or Property and Business Improvement District (PBID) structure would be\nviable and appropriate for Alhambra. A BID or PBID would replace DABA and its current\nassessment structure. These districts are special assessment areas established and\napproved by local businesses and property owners. BIDs and PBIDs are independent from\nthe City and empower local property owners, businesses, and stakeholders to take an\nactive role in identifying specific needs, determining how funds are spent, and promoting\nlong-term economic vitality. A BID/PBID in Alhambra could enhance services such as\npublic safety, maintenance, marketing, and promotional events.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals to provide professional consulting services to create a feasibility study for a\nBusiness Improvement District (BID) or a Property and Business Improvement District\n(PBID) within Downtown Alhambra; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
