27.\nSECOND READING AND ADOPTION OF AN ORDINANCE AMENDING CHAPTER\n9.18 (SMOKING REGULATED OR PROHIBITED) OF THE ALHAMBRA MUNICIPAL\nCODE TO PROHIBIT SMOKING IN MULTI-UNIT RESIDENCES OF FOUR (4) OR\nMORE UNITS – F2M25-7, O2M25-4852\nStaff requests that the City Council declare introduced for second reading and adopt an\nOrdinance amending Chapter 9.18 of the Alhambra Municipal Code to prohibit smoking in\nmulti-unit residential properties consisting of three (3) or more units. On June 23, 2025,\nthe City Council directed staff to research options for prohibiting smoking in multi-unit\nresidential properties. On September 22, 2025, the City Council further directed staff to\nprepare an ordinance expanding the City’s smoking regulations to include multi-unit\nresidences of four (4) or more units, and requested that the ordinance incorporate a three-\nyear phase-in period for existing units, an emphasis on private enforcement, educational\nresources for smoking cessation and addiction treatment, and notification and signage\nrequirements for landlords and homeowners’ associations. On October 27, 2025, the first\nreading of Ordinance O2M25-4852 was brought before the City Council. Following public\ncomment and Council discussion, the City Council directed staff to revise the ordinance\nto apply to multi-unit residences of three (3) or more units.\nRecommended Action:\nCity Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M25-4852: An Ordinance of the City Council of the City of\nAlhambra, California, Amending Chapter 9.18 (Smoking Regulated or\nProhibited) of the Alhambra Municipal Code to prohibit smoking in multi-unit\nresidences of four (4) or more units
