10.11 Consideration of Award of a Construction Contract for the\nHSIP Cycle 11 Intersection Improvements at Florence\nAvenue/Garfield Avenue and Eastern Avenue/Gage Avenue\n(CIP No. 3936)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Accept FS Contractors, Inc.’s request to withdraw its bid for\nthe HSIP Cycle 11 Intersection Improvements at Florence\nAvenue/Garfield Avenue and Eastern Avenue/Gage Avenue\n(CIP No. 3936) and waive the forfeiture of FS Contractors, Inc.’s\nbid guarantee;\n2. Award a construction contract to Palp. Inc. dba Excel Paving.\nin the amount of $437,073.00 for the HSIP Cycle 11\nIntersection Improvements at Florence Avenue/Garfield\nAvenue and Eastern Avenue/Gage Avenue (CIP No. 3936);\n3. Authorize the City Manager to execute the Construction\nContract and approve change orders that may be necessary\nduring construction to cover any unforeseen condition in an\namount not to exceed 10% of the construction contract; and\n4. Appropriate an additional $110,470 in Measure M funds to\ncover all construction and project management costs,\nincluding contingency.\nCONCLUSION: If the Construction Contract is awarded, staff will\nprocess the contract for signatures and coordinate a pre-construction\nmeeting.\nFISCAL IMPACT: The total estimated construction cost is $437,073.\nThe total cost for the construction phase, including construction,\ncontingency (10%) and construction management and inspection is\n$527,970.\nThe City’s FY25/26 capital improvement budget includes a total\nbudget of $417,500 for the construction of the Project, which includes\n$375,750 in HSIP Funds and $41,750 in general funds, as a local\nmatch. Therefore, an additional appropriation of $110,470 in Measure\nM funds is recommended to cover the shortfall.\nATTACHMENTS:\nExhibit 1 - Contract Services Agreement
