10.11 Consideration of Award of a Construction Contract for the\nHSIP Cycle 11 Intersection Improvements at Florence\nAvenue/Garfield Avenue and Eastern Avenue/Gage Avenue\n(CIP No. 3936)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Accept FS Contractors, Inc.’s request to withdraw its bid for\nthe HSIP Cycle 11 Intersection Improvements at Florence\nAvenue/Garfield Avenue and Eastern Avenue/Gage Avenue\n(CIP No. 3936) and waive the forfeiture of FS Contractors, Inc.’s\nbid guarantee;\n2. Award a construction contract to Palp. Inc. dba Excel Paving.\nin the amount of $437,073.00 for the HSIP Cycle 11\nIntersection Improvements at Florence Avenue/Garfield\nAvenue and Eastern Avenue/Gage Avenue (CIP No. 3936);\n3. Authorize the City Manager to execute the Construction\nContract and approve change orders that may be necessary\nduring construction to cover any unforeseen condition in an\namount not to exceed 10% of the construction contract; and\n4. Appropriate an additional $110,470 in Measure M funds to\ncover all construction and project management costs,\nincluding contingency.\nCONCLUSION: If the Construction Contract is awarded, staff will\nprocess the contract for signatures and coordinate a pre-construction\nmeeting.\nFISCAL IMPACT: The total estimated construction cost is $437,073.\nThe total cost for the construction phase, including construction,\ncontingency (10%) and construction management and inspection is\n$527,970.\nThe City’s FY25/26 capital improvement budget includes a total\nbudget of $417,500 for the construction of the Project, which includes\n$375,750 in HSIP Funds and $41,750 in general funds, as a local\nmatch. 10.12 Consideration of Award of Construction Contract for the\nGarfield Avenue and Eastern Avenue Intersections\nImprovements (CIP No. 3881)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Award a construction contract to Sequel Contractors, Inc. in\nthe amount of $1,970,507 for the Garfield Avenue and Eastern\nAvenue Intersection Improvements (CIP No. 3881); and\n2. Authorize the City Manager to execute the Construction\nContract and approve change orders that may be necessary\nduring construction to cover any unforeseen condition in an\namount not to exceed 10% of the construction contract.\nCONCLUSION: If the Construction Contract is awarded, staff will\nprocess the contract for signatures and coordinate a pre-construction\nmeeting.\nFISCAL IMPACT: The total estimated construction cost for the base\nbid is $2,167,557.70 with 10% contingency for any unforeseen\nconditions. The anticipated total cost for the construction phase,\nincluding construction, contingency, and construction management\nand inspection is $2,328,330.\nThe City’s FY25/26 capital improvement project budget includes a\ntotal of $4,010,536 of Metro 1-710 Early Action Funds. 10.13 Acceptance of the Various Residential Streets Project (CIP No.\n3940) as Complete\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Accept the construction contract for the Various Residential\nStreet Improvements, FY 2024/2025 (CIP No. 3940) as\ncomplete, and\n2. Authorize staff to file the Notice of Completion.\nCONCLUSION: The City Council’s acceptance of the Project as\ncomplete is required to allow the City Clerk to file the Notice of\nCompletion with the LA County Registrar-Recorder.\nFISCAL IMPACT: The City's FY25/26 capital improvement project\nbudget allocated $1,245,168 in Measure R and Measure M funds.\nFurthermore, the City Council approved an additional appropriation\nof $200,000 in Measure M funds, $303,000 in Measure R funds, and\n$250,000 in Prop C funds to cover all construction and project\nmanagement costs, including contingency. The total Project budget\nwas $1,998,168, and the final Project cost was $1,817,656.90,\nincluding design, construction management, project management\nand construction. The Project was completed within budget. 10.14 Consideration of a Resolution Approving a Contract Services\nAgreement with Service First for the John Anson Ford Park\nRegional Aquatics Center Swimming Pool Maintenance\nServices\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Contract Services Agreement with Service First for the\nJohn Anson Ford Park Regional Aquatics Center Swimming Pool\nMaintenance.\nCONCLUSION: Based on Service First’s proposal rating, staff is\nrecommending that the City Council award Service First a three (3)\nyear Contract Services Agreement with up to two (2) optional one-\nyear extensions.\nFISCAL IMPACT: The annual City’s FY2025-2026 budget includes\n$287,000 in the General Fund Contractual Services account to cover\nthe cost of maintenance of the Aquatics Center.\nATTACHMENTS:\nExhibit 1 - Resolution No. 2025-120\nExhibit 2 - Contract Services Agreement

10.15 Consideration of a Resolution Approving a First Amendment\nto the Professional Services Agreement with American Global\nSecurity, Inc. to add Security Services for the Aquatics Center\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil adopt the attached resolution authorizing the City Manager\nto execute a First Amendment to the Professional Service Agreement\nwith American Global Security, Inc. to add security services for the\nJohn Anson Ford Park Regional Aquatics Center.\nCONCLUSION: The City has an existing Professional Services\nAgreement with AGS for security services for the Bell Gardens Sports\nCenter, Veterans Park, and City Hall events. With the construction of\nthe new Aquatics Center, the City is in need of additional security\nservices to include the Aquatics Center. Staff researched options and\nconcluded that the most cost-effective approach would be to include\nAquatics Center coverage via a security vehicle.\nFISCAL IMPACT: Additional coverage and a security vehicle will add\n$100,000 to the remainder of the contract. 10.6\nSuccessor Agency Consideration of a Resolution Approving\nRecognized Obligation Payments Schedule 2026-27 and the\nJuly 1, 2026 - June 30, 2027 Administrative Budget\nRECOMMENDATION: It is staff’s recommendation that the Successor\nAgency adopt the attached Successor Agency Resolution approving\nthe Recognized Obligation Payments Schedule 2026-27 (ROPS 2026-\n27) and Administrative Budget for July 1, 2026 through June 30, 2027.\nCONCLUSION: If approved by the Successor Agency, the attached\nResolution will be submitted to the LACOB4 at its Regular Meeting on\nJanuary 20, 2026. The ROPS, approved by both the Successor Agency\nand LACOB4, must be submitted to the DOF by February 1, 2026.\nFISCAL IMPACT: As detailed above, ROPS 2026-27 has $3,186,029 in\nenforceable obligations which will be paid from the Redevelopment\nProperty Tax Trust Fund (RPTTF). Additionally, the Successor Agency\nhas presented an administrative budget which requests the minimum\nadministrative costs allowance of $250,000 for ROPS 2026-27 annual\nperiod. Avail itself of Section 3.04.100(E) of the Bell Gardens Municipal\nCode; and\n2. Adopt the attached Resolution approving 1) Agreement MSA\n#00534844.0 with Workday, Inc. for the subscription of the\nWorkday Human Capital Management and Financials System;\nand 2) approving a Prime Contract Agreement with Iron Brick\nAssociates, LLC through OMNIA Contract #159124.\nCONCLUSION: The City of Bell Gardens must replace its EDEN ERP\nsystem prior to or by the sunset date of March 2027. Therefore, staff\nrecommends availing itself of the two piggyback agreements to\npurchase and implement the ERPA system.\nFISCAL IMPACT: The subscription fee for the Workday Human Capital\nManagement and Financial System is $1,153,210 over a 10-year\nperiod from 2026 – 2036. ERPA Essential Deployment Fees has a one-\ntime implementation fee of $422,650 paid over 7 installments, and\nERPA Deployment as a Service (DaaS) first 12 months upon go-live has\na fee of $159,430, and ERPA Deployment as a Service (DaaS) next\nfollowing 12 months has a fee of $127,330. 10.9\nConsideration of a Resolution Approving a Contract Services\nAgreement with Administrative Services Cooperative, Inc. for\nMedical Taxi Program Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Contract Services Agreement with Administrative\nServices Cooperative, Inc. for Medical Taxi Program services.\nCONCLUSION: Based on Contractor’s satisfactory performance and\nexperience, staff is recommending that the City Council approve a\nContract Services Agreement with Contractor with a three year term\nand optional two one-year extensions and an effective date of\nJanuary 1, 2026. The annual not-to-exceed amount for the Contract\nServices Agreement is $60,000.\nFISCAL IMPACT: The proposed annual not-to-exceed amount for the\nContract Services Agreement is $60,000. Adopt the attached Resolution approving the creation of an Ad\nHoc\nCommittee\nto\naddress\nhousing\nand\neconomic\ndevelopment efforts and to appoint two Councilmembers;\n2. Provide further direction; or\n3. Receive and File.\nCONCLUSION: The creation of an Ad Hoc Committee for housing and\neconomic development may provide guidance and direct the City’s\ncurrent housing and economic development efforts as well as lead\nfuture activities.
