13.\nApprove the Community Development Block Grant Subrecipient Agreement with Orange County\nFair Housing Council, in substantial form, in the amount of $135,000, to implement the Anaheim\nFair Housing Program and offer fair housing services for an initial 18-month term from January 1,\n2026 to June 30, 2027 with three one-year optional renewals for a total maximum compensation\namount not to exceed $405,000; authorize the Housing & Community Development Director, or\ndesignee, to execute all agreements, attachments, and other documents necessary to implement\nand administer the program provided that the maximum compensation authority is not increased;\nand authorize de minimis changes that do not substantially change the terms and conditions of\nthe agreements, so long as the changes are determined to be de minimis by the City Attorney’s\nOffice.
