Approval of Establishment of a Self-Certification Pilot Program and Introduction and First Reading of\nOrdinances to (1) Amend Santa Monica Municipal Code Chapter 8.108 to revise the Construction and\nDemolition Material Recycling Compliance Process and to transition from a deposit-based system to a\nfine-based enforcement approach, and (2) Establish Interim Zoning Regulations Updating\nApplicability Thresholds and Standards for Resource and Recycling Room Dimensions; and Adopt a\nResolution of Intention to Amend the Text Section 9.21.130 of the Zoning Ordinance Related to\nResource Recovery and Recycling Standards\nItem Pulled by Staff & Continued to 12/16/25 Mtg.\nRecommended Action\nStaff recommends that the City Council:\n1.     Adopt a finding of Statutory Exemption from the California Environmental Quality Act\n(CEQA) pursuant to Government Code Section 15061(b)(3).\n2.     Introduce for First Reading an Ordinance amending Santa Monica Municipal Code\nChapter 8.108, Subpart B, to amend the construction and demolition material recycling\ncompliance process and to transition from a deposit-based system to a fine-based\nenforcement approach.\n3.     Introduce for First Reading an Interim Zoning Ordinance updating applicability thresholds\nand standards for resource and recycling room dimensions set forth in Santa Monica\nMunicipal Code Section 9.21.130 in order to further economic recovery efforts by\nfacilitating a self-certification building permit program.\n4.     Adopt a Resolution of Intention directing the Planning Commission to initiate\namendments to the text of Section 9.21.130 of the City’s Zoning Ordinance to update\napplicability thresholds and resource and recycling room dimensions in order to further\neconomic recovery efforts by facilitating a self-certification building permit program.\na. 2025.12.09 - RRR Article 8 Amendments_Self-Certification\nb.
