A. Award RFP SP #2766 to APEX Environmental and Water Resources, LLC for Contractual Services\nRelated to the Destruction of the Charnock Monitoring Well\nRecommended Action\nStaff recommends that the City Council:\n1.     Adopt findings of categorical exemptions pursuant to Section 15301 (Existing Facilities)\nand Section 15304 (Minor Alterations to Land) of the California Environmental Quality Act\n(CEQA) Guidelines;\n2.     Award RFP SP#2766 to APEX Environmental & Water Resources, LLC, to provide\ncontractual services for well destruction, including permitting, drilling, project oversight,\nregulatory compliance, and final reporting to the Los Angeles Regional Water Quality\nControl Board for the Public Works Department;\n3.     Authorize the City Manager to negotiate and execute an agreement with APEX\nEnvironmental & Water Resources, LLC, in an amount not to exceed $1,267,000\n(including a 10% contingency) for a three-year period, with future year funding contingent\non Council budget approval; and\n4.     Authorize budget amendment as outlined in the Financial Impacts & Budget Actions\nsection of this report (requires 5 votes).\na.
