B. Approval of Third Modification of Agreement # 10710 with Modaxo (formerly Conduent) for a Parking\nCitation Software Issuance System\nRecommended Action\nStaff recommends that the City Council:\n1.     Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines; and\n2.     Authorize the City Manager to negotiate and execute a third modification to agreement\n#10710 in the amount of $60,000 with Modaxo (formerly Conduent), to provide a parking\ncitation software issuance system for the Police Department.  This will result in a 7-year\namended agreement with a new total amount not to exceed $310,000, and with future\nyear funding contingent on Council budget approval.\na.
