D.\nConsideration of Adopting Resolution No. 2025-58, Accepting a Funding Award of\n$1,200,000 from the State of California Department of Housing and Community\nDevelopment Under the CalHome Program (2024 Homeownership Super Notice of\nFunding Availability) The City of Rosemead has been awarded $1,200,000 in\nCalHome Program funds from the State of California Department of Housing and\nCommunity Development under the 2024 Homeownership Super Notice of\nFunding Availability. The CalHome award will be used to establish an Accessory\nDwelling Unit and Junior ADU Loan Assistance Program (“CalHome ADU/JADU\nProgram”) to assist eligible low-income homeowners in constructing or\nrehabilitating ADUs/JADUs to expand the City’s affordable housing stock.\nRecommendation: That the City Council take the following actions:\n1.\nFind that the proposed action is exempt from the California Environmental\nQuality Act (CEQA) pursuant to Section 15061(b)(3) of the State CEQA\nGuidelines.\n2.\nAdopt Resolution No. 2025-58, entitled:  A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ACCEPTING A\nFUNDING AWARD OF $1,200,000 FROM THE STATE OF CALIFORNIA\nDEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT UNDER THE\nCALHOME PROGRAM (2024 HOMEOWNERSHIP SUPER NOTICE OF FUNDING\nAVAILABILITY) AND AUTHORIZING THE MAYOR OR HIS OR HER DESIGNEE\nTO EXECUTE A STANDARD AGREEMENT AND ALL RELATED DOCUMENTS\nNECESSARY TO PARTICIPATE IN THE CALHOME PROGRAM\n3.\nAuthorize the Mayor or his or her designee to execute a Standard Agreement,\nany amendments, and all other related program documents with HCD in\nconnection with the City’s $1,200,000 CalHome award; and\n\n4.\nAdopt Resolution No. 2025-61, entitled:  A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING THE\nFISCAL YEAR 2025-26 OPERATING BUDGET TO RECOGNIZE AND\nAPPROPRIATE CALHOME PROGRAM FUNDS FOR THE CALHOME ADU/JADU\nPROGRAM\nStaff Report
