B.\nDiscussion of Over-the-Street Structural Marquee Banner Along Valley Blvd and\nDigital Billboard Options for City Facilities At the April 22, 2025, City Council\nmeeting, Council Member Dang requested that an agenda item be added to\ndiscuss the installation of a large structural banner over Valley Boulevard. He\nnoted that such a banner could serve as an effective tool for advertising City\nspecial events and making key public announcements, particularly given the high\ntraffic volume in that area. He also referenced other cities, such as Alhambra,\nwhich have successfully utilized similar banners as focal points. Mayor Pro Tem\nArmenta added that staff should also explore the possibility of installing digital\nbillboards at City facilities, including parks and City Hall. Staff is now bringing this\nitem forward for discussion, seeking guidance from the City Council on whether\nto proceed with further study and to explore options and approaches for the\nstructural banner and digital billboard installations.\nRecommendation: That the City Council discuss and provide further direction to City\nstaff.\nStaff Report

G.\nAmendment to Professional Services Agreement with CWE Corporation for\nMunicipal Separate Storm Sewer System (MS4) Permit Compliance Services On\nSeptember 27, 2022, the City Council approved a professional services agreement\nwith CWE Corporation for services related to the Municipal Stormwater National\nPollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer\nSystem (MS4) Permit compliance assistance. The professional services\nagreement is set to expire on December 31, 2025, and allows for up to two 18-\nmonth extensions (or 36-months) at the City’s sole discretion. CWE Corporation\nhas requested an extension for an additional 18 months, through June 30, 2027.\nThe extension period will be from January 1, 2026, to June 30, 2027, the contract\ncompensation will be in the amount of $249,999.\nRecommendation: That the City Council authorize an amendment to the professional\nservices agreement with CWE Corporation for MS4 permit services, extending services\nfor an additional 18 months, through June 30, 2027. J.\nReceive and File the First Quarter Budget Report and Adopt Resolution No. 2025-\n66 Amending the FY 2025-26 Operating and CIP Budgets The financial position of\nthe City for the General Fund for FY 2024-25 (unaudited) and FY 2025-26 through\nSeptember 30, 2025 (1st Quarter) is summarized in the report.  Additionally,\ncarryover appropriations for the Capital Improvement Program are included. The\nactions proposed in the report include the adoption of Resolution No. 2025-66,\nwhich amends the FY 2025-26 Operating and Capital Improvement Program\nbudgets. In summary, the data presented has shown that the actual revenue for\nthe General Fund in FY 2025 exceeded the estimated budget by $2.1 million, while\nexpenditures were $0.7 million lower than the budgeted appropriations.  The\nGeneral Fund’s fund balance underwent a net increase of $2.6 million in Fiscal\nYear 2025, increasing from $34.4 million to $37.0 million. In addition, a total of\n$42.5 million in prior year appropriations across 16 funds will be carried forward\nto FY 2025-26 for 30 Capital Improvement Program (CIP) projects. K.\nProposed 2026 State and Federal Legislative Platform At the Legislative\nCommittee meeting held on Monday, December 1, 2025, staff received direction to\nupdate the 2026 State and Federal Legislative Platform (“Platform”), which serves\nas a streamlined tool for responding to legislative proposals that may impact the\nCity and outlines priority areas critical to Rosemead, including Public Safety,\nHomelessness, Economic Development, and Infrastructure. Based on the\nCommittee’s review, staff incorporated recommended modifications to these\npriorities. The Platform remains a flexible document that the Council may amend\nthroughout the year.\nRecommendation: That the City Council adopt the proposed 2026 State and Federal\nLegislative Platform.\nStaff Report

A.\nApproval of Fourth Amendment to City Manager Employment Agreement The City\nand the City Manager entered into an Employment Agreement (Agreement) on\nApril 26, 2022. There have been three amendments since that time. Upon mutual\nagreement, the parties may amend the terms of the Agreement. The Council,\nthrough the City Attorney in closed session and City Manager negotiated a\nproposed change to address vacation accrual and vacation caps for the City\nManager.  The Fourth Amendment will provide for a one-time allocation of 200\nhours of vacation time.  In addition, the cap on vacation hours in the Agreement is\nremoved.  As required by Government Code 54953(c)(3) prior to final action on the\nCity Manager’s benefits there must be an oral report of the change. The City\nAttorney will orally report the change described as required.\nRecommendation: That the City Council Authorize the Mayor to execute the Fourth\nAmendment to City Manager Agreement with Ben Kim on behalf of the City Council.\nStaff Report

B.\nCity of Rosemead Community Projects for State and Federal Funding Earmarks In\nearly 2025, staff compiled a list of Community Projects (“Projects”) aligned with\nthe efforts of the Legislative Committee (“Committee”) and the City’s Strategic\nPlan, to guide lobbying efforts in securing Federal and State funding earmarks to\nsupport these initiatives. At the Committee meeting held on Monday, December 1,\n2025, staff received direction to update the list of Projects, to include additional\nprojects that would benefit Rosemead residents. The updated list is presented to\nthe City Council for review and direction on prioritizing projects for upcoming\nfunding and advocacy efforts.\nRecommendation: That the City Council discuss and provide direction to staff on\nprioritizing the list of Projects.\nStaff Report

C.\nDiscussion and Direction on the Expansion of Lobbying Services to Secure State\nand Federal Funding Per City Council direction provided at the November 12, 2025\nmeeting, staff contacted Lucien Global and David Turch and Associates to\ndiscuss the potential expansion of lobbying services to pursue additional grants\nand earmark funding. The proposed expansion would increase the monthly\ncompensation for Lucien Global from $4,000 to $12,000 and for David Turch and\nAssociates from $5,500 to $11,000.\nRecommendation: That the City Council discuss and provide direction to staff.\nStaff Report

D.\nAward of Citywide Tree Maintenance Services Contract The City’s contract with\nWest Coast Arborists (WCA) for citywide tree maintenance services expired on\nSeptember 10, 2024. To maintain service continuity, WCA has continued providing\nservices on an interim, as-needed basis while a long-term maintenance agreement\nwas pursued. Following City Council direction, staff reissued a Request for\nProposals on April 24, 2025, and received eight proposals by May 23, 2025. After\nevaluating the submissions, staff presented the results and recommendations to\nthe Council on July 8, 2025.
