27.\nWindow Transparency Limitations for Medical and Healthcare Providers\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the titles.\nAn Ordinance Replacing Subsection 17.115.130.I.1 to Allow Window Tinting for\nMedical and Dental Patient Privacy and Subsection 17.190.210.H for\nConsistency with Window Sign Limitations for Chapters 17.115 and 17.190 of\nTitle 17 of the El Cajon Municipal Code, Respectivetely.\nAn Ordinance Approving an Amendment to Specific Plan No. 182 to allow\nWindow Tinting for Medical and Dental Patient Privacy.\nCALIFORNIA ENVIRONMENTAL QUALITY ACT:\nThe proposed Zoning Code and Specific Plan No. 182 Amendments are exempt from\nthe provisions of the California Environmental Quality Act (“CEQA”) according to the\ncommon sense exemption (CEQA Guidelines, section 15061(b)(3)). The common\nsense exemption applies where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment. The\nproposed amendment does not result in any development or changes to the physical\nenvironment and does not raise this project to a level of significance that warrants\nCEQA analysis.
