The common\nsense exemption applies where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment. The\nproposed amendment does not result in any development or changes to the physical\nenvironment and does not raise this project to a level of significance that warrants\nCEQA analysis.
