28.\nAn Ordinance Applicable to the Age of Persons Allowed to Purchase Tobacco\nProducts and for the Relocation of Smoke Shops\nRECOMMENDATION:\nThat Mayor Wells requests the City Clerk to recite the titles.\nAn Ordinance Replacing Section 17.240.070.E Updating the Minimum Age for Persons\nPurchasing Tobacco From 18 to 21, and Adding a New Section 17.240.095 Applicable\nto the Relocation of Smoke Shops to Chapter 17.240 of Title 17 of the El Cajon\nMunicipal Code.\nCALIFORNIA ENVIRONMENTAL QUALITY ACT:\nThe proposed Ordinance is exempt from environmental review, in accordance with the\nprovisions of Section 15061(b)(3) of the California Environmental Quality Act (“CEQA”),\nas amended. The proposed Ordinance does not have the potential to cause a\nsignificant effect on the environment because the updates to the Zoning Code address\nactivities within existing buildings related to tobacco sales and any future smoke shop\nrelocation requests will be required to conduct a separate environmental review.\nCLOSED SESSIONS:
