B.\nAward Contracts for HSIP Cycle 11B: Signalized Pedestrian Crossing\nUpgrades (C08755)\nRecommendation:\nTo:\n• Award a construction contract to Elecnor Belco Electric, Inc., in the\namount of $785,362 for the Highway Safety Improvement Program\n(HSIP) Cycle 11B Project – Signalized Pedestrian Crossing Upgrades\n(C08755); and,\n• Award a professional services agreement to SPECS Engineering\nGroup, in the amount of $120,638 for professional construction\nengineering support services for this project; and,\n• Approve a fifteen percent (15%) contingency in the amount of\n$135,900 for unforeseeable construction costs and project changes;\nthereby bringing the total construction budget for this project to\n$1,041,900; and,\n• Authorize the City Manager to execute both contract documents; and,\n• Authorize the City Engineer to request bonds and insurance for the\nproject and issue the Notice to Proceed.
