8J. Authorize the award of a professional services contract to Schmidt Design\nGroup for the L-7 Park Development Project (CP26D). Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA Guidelines.  The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment.  Contact Person:\nSenior Engineer Baldenegro\nRecommended Action: 1) Authorize the City Manager or designee, in\nconsultation with the City Attorney, to execute a contract in substantial form\nand any necessary amendments and time extensions with Schmidt Design\nGroup for $756,263, plus a 15 percent contingency of $113,439, for a total\ncost not-to-exceed $869,702 for the design of the L-7 Park Development\nProject (CP26D); and 2) Adopt City Council Resolution 2025-119, titled "A\nResolution of the City Council of the City of Encinitas, California, Amending\nthe Fiscal Year 2025-26 Budget."\n2025-12-10 Item 08J L-7 Park Development Professional Services Contract
