F. PROFESSIONAL SERVICES AGREEMENT WITH WOODS MAINTENANCE\nSERVICES, INCORPORATED FOR GRAFFITI REMOVAL SERVICES IN AN\nAMOUNT NOT TO EXCEED $5,375 PER MONTH\nOn October 20, 2025, the City issued a Request for Proposals (RFP No. 25-14)\nfor a qualified company to provide graffiti removal services on private and\npublic properties and received two responses. The contract with Woods\nMaintenance Services, Incorporated includes a fixed monthly fee of $5,375,\ntotaling $64,500 annually. These services will be funded through both the\nGeneral Plan and Community Development Block Grant (CDBG) Fund, and\nsufficient appropriations have been included in each for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Professional Services Agreement with Woods Maintenance\nServices, Incorporated; and\n2. Authorize the City Manager to execute said agreement and issue a purchase\norder in the amount not to exceed $5,375 per month for a three-year term.
