AWARD CONSTRUCTION CONTRACT NO. 25-12 TO YUNEX, LIMITED\nLIABILITY COMPANY FOR THE VIDEO DETECTION/CLOSED-CIRCUIT\nTELEVISION\nINSTALLATION\nPROJECT\nAT\nTRAFFIC\nSIGNALIZED\nINTERSECTIONS IN THE AMOUNT OF $284,995, PLUS A 10%\nCONTINGENCY\nThe implementation of the new video detection camera systems will improve\nthe operational efficiency and reliability of the City’s signalized intersections,\nwhile the Closed-Circuit Television (CCTV) cameras installation at fifteen major\nintersections will support traffic monitoring efforts. This contract will include\nthe installation of the video detection cameras along with the CCTV camera\nsystems, ensuring staff can remain focused on other priority efforts. The video\ndetection cameras have been purchased, as approved by the City Council at its\nmeeting on August 19, 2025. Yunex, Limited Liability Company is qualified as\nthe lowest responsive and responsible builder, in the amount of $284,995, plus\na 10% contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: This project has\nbeen determined to be Categorical Exempt under CEQA Section 15301, as it\ninvolves improvements to the existing conditions of traffic signalized intersections\nwithin public right-of-way facilities.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the plans and specifications for the Video Detection/CCTV Camera\nInstallation Project at Traffic Signalized Intersections;\n2. Award the Contract to Yunex, Limited Liability Company;\n3. Authorize the City Manager to execute Construction Contract No. 25-12,\nsubject to City Attorney approval as to form; and\n4. Approve a purchase order in the amount of $313,495 which includes a 10%\nconstruction contingency.

E. ORDINANCE NO. 725: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO USE BY-RIGHT DEFINITION AND\nAFFORDABLE RESIDENTIAL DEVELOPMENT IN THE C-1 AND C-3 ZONE\nDISTRICTS (ZTA25-002) – SECOND READING AND ADOPTION\nOrdinance No. 725 was approved at introduction by a 5-0 vote of the City\nCouncil at the November 18, 2025, City Council meeting. Adoption of\nOrdinance No. 725 would amend Title XV (15), Chapter 153 (Zoning Code) of\nthe San Gabriel Municipal Code (SGMC) relating to Use By-Right Definition and\nAffordable Residential Development in the C-1 and C-3 Zone Districts.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the CEQA. An Initial\nStudy/Negative Declaration (IS/ND) was prepared for the 2021-2029 Housing\nElement, as required by the CEQA, Public Resources Code (PRC) Section 21000 et\nseq., the CEQA Guidelines, and the City of San Gabriel Local Guidelines for\nImplementing CEQA. The IS/ND considered the policies and programs outlined\nin the Housing Element. The Housing Element establishes objectives, policies, and\nprograms to assist the City in achieving state-mandated housing goals. No formal\nland use changes or physical development are proposed at this time and future\nland use and physical development would require separate environmental\nevaluation.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n725 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending Title XV, Chapter 153 (Zoning) relating to Use By-Right\nDefinition and Affordable Residential Development in the C-1 and C-3 Zone\nDistricts.”

F. PROFESSIONAL SERVICES AGREEMENT WITH WOODS MAINTENANCE\nSERVICES, INCORPORATED FOR GRAFFITI REMOVAL SERVICES IN AN\nAMOUNT NOT TO EXCEED $5,375 PER MONTH\nOn October 20, 2025, the City issued a Request for Proposals (RFP No. 25-14)\nfor a qualified company to provide graffiti removal services on private and\npublic properties and received two responses. The contract with Woods\nMaintenance Services, Incorporated includes a fixed monthly fee of $5,375,\ntotaling $64,500 annually. These services will be funded through both the\nGeneral Plan and Community Development Block Grant (CDBG) Fund, and\nsufficient appropriations have been included in each for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Professional Services Agreement with Woods Maintenance\nServices, Incorporated; and\n2. Authorize the City Manager to execute said agreement and issue a purchase\norder in the amount not to exceed $5,375 per month for a three-year term.

G. 2024 STATE HOMELAND SECURITY PROGRAM GRANT ACCEPTANCE\n[RESOLUTION NO. 25-48]\nThe City of San Gabriel has been awarded grant funds from the 2024 State\nHomeland Security Program for the San Gabriel Police Department in the\namount of $50,000. The San Gabriel Police Department is able to use these\nfunds towards projects from the Department of Homeland Security Approved\nEquipment List. Funding for the purchases will be reimbursed through the State\nHomeland Security Program (SHSP) grant. Initial outlay would be $50,000, but\nwould be fully reimbursed, with no matching funds. There is no fiscal impact to\nthe General Fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-48 to approve\nthe following:\n1. Budget amendment to increase estimated revenue (account 186-3215) and\nappropriation (transfers out) in Other Grants Fund by $50,000; and increase\nestimated revenue (transfers in) and appropriation in Capital/Special\nProjects Funds (account 124-751-57-99-380) by $50,000.\n2. Authorize the Police Chief to accept the SHSP grant and purchase the item\nunder the City’s purchasing policy.\n3. Authorize the City Manager to execute the subrecipient agreement between\nthe City and the County of Los Angeles.

H. AMENDMENT OF SERVICES AGREEMENT WITH THE LEW EDWARDS\nGROUP AND FM3 RESEARCH TO PROVIDE BALLOT MEASURE POLLING\nAND PUBLIC OUTREACH SERVICES\nOn October 21, 2025, the City Council authorized the City Manager to enter\ninto a Professional Services Agreement with The Lew Edwards Group (LEG) and\nFM3 Research to provide ballot measure feasibility services, including opinion\nresearch and strategic communications support. As LEG and City staff began\nfinalizing the agreement, two minor but important clarifications to the contract\nlanguage were requested by LEG. These updates are consistent with best\npractices in municipal ballot measure consulting agreements and are intended\nto ensure clarity regarding ownership of work product and scope of services.\nThere is no fiscal impact associated with the proposed contract amendments.\nThe not-to-exceed amount previously approved up to $171,250.00 assuming\ntwo surveys and a November 2026 General Election remains unchanged.\nCalifornia Environmental Quality Act (CEQA) Determination: This item is not a\nproject as defined in Section 15378 of the State CEQA Guidelines, as it has no\nreasonable potential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the amendment to the Professional Services Agreement with The\nLew Edwards Group and FM3 Research to include:\no the clarified ownership of work product language; and\no the addition of a sentence specifying that legal services are not\nincluded within the consultant’s scope of work.\n2. Authorize the City Manager to execute the contract amendment.

A. ORDINANCE NO. 726 – ADOPTION OF 2025 CALIFORNIA BUILDING AND\nFIRE CODES – SECOND READING AND ADOPTION\nThe California Building and Standards Commission has adopted new building\nand fire codes to take effect on January 1, 2026. Publications were available as\nof July of this year. The Building and Safety Division and Fire Department staff\nhave monitored the development of these codes closely and are engaging in\ntraining to ensure that the City’s building and safety and fire personnel are\nproperly trained to implement the new standards. Ordinance No. 726 would\nadopt these new standards.\nCalifornia Environmental Quality Act (CEQA) Determination: California\nEnvironmental Quality Act (CEQA) Determination: Based on a review by the\nAssistant Community Development Director and the City Attorney, this action\nhas been reviewed for compliance with the California Environmental Quality Act\n(CEQA) and determined to be exempt as follows:\na. Section 15061(b)3 of Title 14 of the California Code of Regulations.\nGeneral Exemptions.\nCEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment. Where it can be seen with certainty\nthat there is no possibility that the activity in question may have a\nsignificant effect on the environment, the activity is not subject to CEQA.\nb. Categorical exemption 15308 of Title 14 of the California Code of\nRegulations, Actions by Regulatory Agencies for Protection of the\nEnvironment.\nClass 8 exemptions include actions taken by state or local ordinance, to\nassure the maintenance, restoration, enhancement, or protection of the\nenvironment.\nRecommended Action:\nStaff recommends that the City Council:\n1. B. FISCAL YEAR 2026-2027 COMMUNITY DEVELOPMENT BLOCK GRANT\n(CDBG) PROGRAMS BUDGET AND ALLOCATION (RESOLUTION NO. 25-72)\nEach Fiscal Year (FY), the City of San Gabriel receives an allocation from the Los\nAngeles County Development Authority (LACDA) for the Community\nDevelopment Block Grant (CDBG) Program. For the Fiscal Year 2026-2027, the\nCity should expect to receive $271,086 (a 10% decrease from the current year’s\nallocation) to be used toward developing viable communities and serving low-\nand moderate-income populations. The Fiscal Year 2026-2027 CDBG Program\nand Budget Plan proposes to allocate the funding to the following programs:\nCode Enforcement, the Pedestrian Ramp Improvement Program, and a Graffiti\nControl Program. There is no fiscal impact for the current year, 2025-2026. The\nCDBG funding allocation estimate of $271,086 outlined in this report is for the\n2026-2027 Fiscal Year and represents a 10% decrease (approximately $26,495)\nfrom the current year allocation.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as grant acceptance in\nand of itself, does not have a potential for any adverse impacts to the\nenvironment. Prior to construction, separate environmental review of individual\nconstruction projects may be required.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 25-72 authorizing the allocation of CDBG funds for\nFY 2026-2027 from LACDA for activities and projects described above and\nin Exhibit A of the Resolution.\n2. Carry over any CDBG funds unspent at the close of FY 2025-2026 and\nrecognize the receipt of FY 2026-2027 CDBG Program funds awarded by\nLACDA to the City in the City FY 2026-2027 Budget.\n3. Allocate, in proportioned amounts, any FY 2025-2026 CDBG funds in excess\nof estimated funds to the Code Enforcement Program, Pedestrian Ramp\nImprovement Program, and/or Graffiti Control Program.\n4. Authorize the City Manager to execute new contracts with LACDA for the\nallocation of FY 2026-2027 CDBG Program (subject to adjustment to reflect\nthe actual allocation of funds to San Gabriel).

A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 727\nAMENDING THE SAN GABRIEL MUNICIPAL CODE RELATING TO PARK\nHOURS\nThe San Gabriel Municipal Code (SGMC) currently lists hours for City-owned\nparks and playgrounds, including school playgrounds for which the City has a\ncontract with the San Gabriel Unified School District for recreational purposes.\nSGMC Section 99.04 provides that parks are closed to the public from 10:00\nP.M. until 7:30 A.M. Ordinance No. 727 will update the San Gabriel Municipal\nCode to amend the park hours of all City-owned parks to open at 6:00 A.M.,\nwith the exception of Marshall Park. There is no fiscal impact associated with\nthis action, as the updated park hours simply make the park available to the\npublic at an earlier time. The cost to update park hours signage will be absorbed\nin the current Fiscal Year 2025-2026 budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Introduce by title only, conduct the first reading of Ordinance No. 727,\nentitled “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending San Gabriel Municipal Code Section 99 relating to Park\nRegulations;” and\n2. Schedule the second reading and adoption for the next regular Council\nmeeting.

B. DRAFT\nTHREE-YEAR\nECONOMIC\nDEVELOPMENT\nACTION\nPLAN\n[RESOLUTION NO. 25-49]\nOn February 18, 2025, the City Councill awarded a Professional Services\nAgreement to HdL ECONSolutions to prepare a Three-Year Economic\nDevelopment Action Plan (EDAP). This EDAP will serve as a roadmap to guide\nthe City over the next three years, helping to strengthen its economy, support\nlocal businesses, and cultivate a thriving, connected community. The primary\ngoal of EDAP is to enhance the City’s economic vitality by fostering an\nenvironment that supports existing businesses, attracts new investments,\npromotes job creation, grows the City’s tax base, and strengthens community\nassets. Funding for this project has been incorporated into the City’s Economic\nDevelopment Division General Contractual Services account (121-810-26-22-\n000) budget, and no additional appropriations are required at this time. By\ninvesting in this comprehensive three-year action plan, the City seeks to foster\na prosperous business climate that will enhance long-term fiscal stability.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\nexempt from the requirements of the California Environmental Quality Act\n(CEQA), pursuant to Section 15061(B)(3) and 15262 of the CRQA Guidelines. This\nincludes a section known as the general rule and exempts projects where it can\nbe seen with certainty that there is no possibility that the activity in questions\nmay have a significant effect on the environment.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-49 approving\nthe Three-Year Economic Development Action Plan.
