A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 727\nAMENDING THE SAN GABRIEL MUNICIPAL CODE RELATING TO PARK\nHOURS\nThe San Gabriel Municipal Code (SGMC) currently lists hours for City-owned\nparks and playgrounds, including school playgrounds for which the City has a\ncontract with the San Gabriel Unified School District for recreational purposes.\nSGMC Section 99.04 provides that parks are closed to the public from 10:00\nP.M. until 7:30 A.M. Ordinance No. 727 will update the San Gabriel Municipal\nCode to amend the park hours of all City-owned parks to open at 6:00 A.M.,\nwith the exception of Marshall Park. There is no fiscal impact associated with\nthis action, as the updated park hours simply make the park available to the\npublic at an earlier time. The cost to update park hours signage will be absorbed\nin the current Fiscal Year 2025-2026 budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Introduce by title only, conduct the first reading of Ordinance No. 727,\nentitled “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending San Gabriel Municipal Code Section 99 relating to Park\nRegulations;” and\n2. Schedule the second reading and adoption for the next regular Council\nmeeting.
