A. ORDINANCE NO. 726 – ADOPTION OF 2025 CALIFORNIA BUILDING AND\nFIRE CODES – SECOND READING AND ADOPTION\nThe California Building and Standards Commission has adopted new building\nand fire codes to take effect on January 1, 2026. Publications were available as\nof July of this year. The Building and Safety Division and Fire Department staff\nhave monitored the development of these codes closely and are engaging in\ntraining to ensure that the City’s building and safety and fire personnel are\nproperly trained to implement the new standards. Ordinance No. 726 would\nadopt these new standards.\nCalifornia Environmental Quality Act (CEQA) Determination: California\nEnvironmental Quality Act (CEQA) Determination: Based on a review by the\nAssistant Community Development Director and the City Attorney, this action\nhas been reviewed for compliance with the California Environmental Quality Act\n(CEQA) and determined to be exempt as follows:\na. Section 15061(b)3 of Title 14 of the California Code of Regulations.\nGeneral Exemptions.\nCEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment. Where it can be seen with certainty\nthat there is no possibility that the activity in question may have a\nsignificant effect on the environment, the activity is not subject to CEQA.\nb. Categorical exemption 15308 of Title 14 of the California Code of\nRegulations, Actions by Regulatory Agencies for Protection of the\nEnvironment.\nClass 8 exemptions include actions taken by state or local ordinance, to\nassure the maintenance, restoration, enhancement, or protection of the\nenvironment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 726; and\n2. Waive reading and adopt Ordinance No. 726 entitled, “AN ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF SAN GABRIEL, CALIFORNIA, ADOPTING\nBY REFERENCE, PURSUANT TO GOVERNMENT CODE SECTION 50022.2, THE\nCALIFORNIA BUILDING STANDARDS CODE INCORPORATING THE\nCALIFORNIA ADMINISTRATIVE CODE, 2025 EDITION, THE CALIFORNIA\nBUILDING CODE, VOLUMES 1 & 2, INCLUDING APPENDIX CHAPTERS A, C,\nH, I, & J, 2025 EDITION, THE CALIFORNIA HISTORICAL BUILDING CODE,\nINCLUDING APPENDIX CHAPTER A, 2025 EDITION, THE EXISTING BUILDING\nCODE, INCLUDING APPENDIX CHAPTER A1, 2025 EDITION, THE 2025\nCALIFORNIA RESIDENTIAL CODE, THE CALIFORNIA ELECTRICAL CODE,\nINCLUDING ANNEXES A-I, 2025 EDITION, THE CALIFORNIA MECHANICAL\nCODE, INCLUDING APPENDIX CHAPTERS B-D, & G, 2025 EDITION, THE\nCALIFORNIA PLUMBING CODE, INCLUDING APPENDIX CHAPTERS A-D, &\nG-K, 2025 EDITION, THE CALIFORNIA ENERGY CODE, INCLUDING\nAPPENDIX CHAPTER 1-A, 2025 EDITION, THE CALIFORNIA FIRE CODE,\nINCLUDING APPENDIX CHAPTERS 4, B, BB, C, CC, D-I, K, N & P 2025\nEDITION, THE CALIFORNIA GREEN BUILDING STANDARDS CODE,\nINCLUDING APPENDIX CHAPTERS A4 & A5, 2025 EDITION, THE\nCALIFORNIA REFERENCED STANDARDS CODE, 2025 EDITION, AND THE\nSTATE OF CALIFORNIA TITLE 24, PARTS 1 - 6, & 8 - 12, AND THE\nCALIFORNIA CODE AMENDMENTS OF 2025, INCLUDING ERRATA’S AND\nSUPPLEMENTS HEREAFTER, AMENDING TITLE IX; CHAPTERS 96, 98, AND\nTITLE XV; CHAPTER 150 OF THE SAN GABRIEL MUNICIPAL CODE, AND\nADOPTING LOCAL AMENDMENTS.”
