AWARD CONSTRUCTION CONTRACT NO. 25-12 TO YUNEX, LIMITED\nLIABILITY COMPANY FOR THE VIDEO DETECTION/CLOSED-CIRCUIT\nTELEVISION\nINSTALLATION\nPROJECT\nAT\nTRAFFIC\nSIGNALIZED\nINTERSECTIONS IN THE AMOUNT OF $284,995, PLUS A 10%\nCONTINGENCY\nThe implementation of the new video detection camera systems will improve\nthe operational efficiency and reliability of the City’s signalized intersections,\nwhile the Closed-Circuit Television (CCTV) cameras installation at fifteen major\nintersections will support traffic monitoring efforts. This contract will include\nthe installation of the video detection cameras along with the CCTV camera\nsystems, ensuring staff can remain focused on other priority efforts. The video\ndetection cameras have been purchased, as approved by the City Council at its\nmeeting on August 19, 2025. Yunex, Limited Liability Company is qualified as\nthe lowest responsive and responsible builder, in the amount of $284,995, plus\na 10% contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: This project has\nbeen determined to be Categorical Exempt under CEQA Section 15301, as it\ninvolves improvements to the existing conditions of traffic signalized intersections\nwithin public right-of-way facilities.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the plans and specifications for the Video Detection/CCTV Camera\nInstallation Project at Traffic Signalized Intersections;\n2. Award the Contract to Yunex, Limited Liability Company;\n3. Authorize the City Manager to execute Construction Contract No. 25-12,\nsubject to City Attorney approval as to form; and\n4. Approve a purchase order in the amount of $313,495 which includes a 10%\nconstruction contingency.
