E. ORDINANCE NO. 725: AMENDING CHAPTER 153 OF THE SAN GABRIEL\nMUNICIPAL CODE RELATING TO USE BY-RIGHT DEFINITION AND\nAFFORDABLE RESIDENTIAL DEVELOPMENT IN THE C-1 AND C-3 ZONE\nDISTRICTS (ZTA25-002) – SECOND READING AND ADOPTION\nOrdinance No. 725 was approved at introduction by a 5-0 vote of the City\nCouncil at the November 18, 2025, City Council meeting. Adoption of\nOrdinance No. 725 would amend Title XV (15), Chapter 153 (Zoning Code) of\nthe San Gabriel Municipal Code (SGMC) relating to Use By-Right Definition and\nAffordable Residential Development in the C-1 and C-3 Zone Districts.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the CEQA. An Initial\nStudy/Negative Declaration (IS/ND) was prepared for the 2021-2029 Housing\nElement, as required by the CEQA, Public Resources Code (PRC) Section 21000 et\nseq., the CEQA Guidelines, and the City of San Gabriel Local Guidelines for\nImplementing CEQA. The IS/ND considered the policies and programs outlined\nin the Housing Element. The Housing Element establishes objectives, policies, and\nprograms to assist the City in achieving state-mandated housing goals. No formal\nland use changes or physical development are proposed at this time and future\nland use and physical development would require separate environmental\nevaluation.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n725 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Amending Title XV, Chapter 153 (Zoning) relating to Use By-Right\nDefinition and Affordable Residential Development in the C-1 and C-3 Zone\nDistricts.”
