B. DRAFT\nTHREE-YEAR\nECONOMIC\nDEVELOPMENT\nACTION\nPLAN\n[RESOLUTION NO. 25-49]\nOn February 18, 2025, the City Councill awarded a Professional Services\nAgreement to HdL ECONSolutions to prepare a Three-Year Economic\nDevelopment Action Plan (EDAP). This EDAP will serve as a roadmap to guide\nthe City over the next three years, helping to strengthen its economy, support\nlocal businesses, and cultivate a thriving, connected community. The primary\ngoal of EDAP is to enhance the City’s economic vitality by fostering an\nenvironment that supports existing businesses, attracts new investments,\npromotes job creation, grows the City’s tax base, and strengthens community\nassets. Funding for this project has been incorporated into the City’s Economic\nDevelopment Division General Contractual Services account (121-810-26-22-\n000) budget, and no additional appropriations are required at this time. By\ninvesting in this comprehensive three-year action plan, the City seeks to foster\na prosperous business climate that will enhance long-term fiscal stability.\nCalifornia Environmental Quality Act (CEQA) Determination: This project is\nexempt from the requirements of the California Environmental Quality Act\n(CEQA), pursuant to Section 15061(B)(3) and 15262 of the CRQA Guidelines. This\nincludes a section known as the general rule and exempts projects where it can\nbe seen with certainty that there is no possibility that the activity in questions\nmay have a significant effect on the environment.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-49 approving\nthe Three-Year Economic Development Action Plan.
