10.\nContract for Animal Shelter and Animal Control Services with Inland Valley Humane Society &\nSPCA.\nIt is recommended that the City Council:\n1. Approve a two-year animal shelter and animal control services agreement with Inland Valley\nHumane Society & SPCA for the period July 1, 2026, through June 30, 2028; and\n2. Authorize an annual base fee of $1,085,000 for Year 1 (FY 2026-27), subject to automatic\nConsumer Price Index (CPI) increases capped at 5% annually thereafter; and\n3. Approve a one-time infrastructure fee of $100,000, payable in two installments of $50,000 on\nJuly 1, 2026, and July 1, 2027; and\n4. Provide a 180-day termination notice to the Los Angeles County Department of Animal Care\nand Control, effective July 1, 2026; and\n5. Authorize the City Manager to execute all necessary agreement documents and transition\nmaterials;
