1.\nReorganization of the City Council - Selection of Mayor and Mayor Pro Tempore\nIt is recommended that the City Council follow the established procedures set forth in the City Policy\nas follows:\nAt the City Council reorganization meeting in 2025 and each year thereafter, the city council will\nappoint a council member to serve as mayor and a council member to serve as mayor pro tem in\naccordance with the following;\n1. The current mayor pro tempore will automatically succeed and be appointed to the position of\nmayor.

10.\nContract for Animal Shelter and Animal Control Services with Inland Valley Humane Society &\nSPCA.\nIt is recommended that the City Council:\n1. Approve a two-year animal shelter and animal control services agreement with Inland Valley\nHumane Society & SPCA for the period July 1, 2026, through June 30, 2028; and\n2. Authorize an annual base fee of $1,085,000 for Year 1 (FY 2026-27), subject to automatic\nConsumer Price Index (CPI) increases capped at 5% annually thereafter; and\n3. Approve a one-time infrastructure fee of $100,000, payable in two installments of $50,000 on\nJuly 1, 2026, and July 1, 2027; and\n4. Provide a 180-day termination notice to the Los Angeles County Department of Animal Care\nand Control, effective July 1, 2026; and\n5. Authorize the City Manager to execute all necessary agreement documents and transition\nmaterials;

11.\nApproval of an Internal Transfer and Repayment Plan from the Measure BP Fund to Partially\nFund a Recent Settlement\nIt is recommended that the City Council:\n1. Approve the proposed internal transfer and repayment plan from the Measure BP Fund in the\namount of $6,000,000, with 0% interest; and\n2. Authorize the Director of Finance to make necessary appropriation, budget adjustments, set up\nthe repayment plan and related accounts; and\n3. Authorize the Director of Finance to transfer $6M from the Measure BP Fund to replenish the\nGeneral Fund Reserve and transfer $9.35M from the General Fund Reserve to the Internal\nInsurance Fund to record the settlement payment.

Thus, it is requested that all City Staff, the Mayor and all Council Members refrain from\nmaking any statements, whether public or private in nature. 6.\nSecond Reading and Adoption of Ordinance No. 1522 Amending Baldwin Park Municipal Code\nChapter 117 (Rental Rate Increases)\nIt is recommended that the City Council take the following actions:\nWaive further reading and adopt Ordinance No. 1522 entitled, "AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA AMENDING THE BALDWIN\nPARK MUNICIPAL CODE, TITLE XI, BUSINESS REGULATIONS, CHAPTER 117, RENTAL\nRATE INCREASES, SECTIONS 117.01, 117.04, 117.05, 117.06 AND 117.14 AND FINDING THE\nACTION TO BE EXEMPT FROM CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)."

7.\nAuthorize Award of Contract to Gentry Brothers, Inc. for FY 26 CDBG Sidewalk Replacement\nProject (CIP No. 26-005-55047)\nIt is recommended that the City Council:\n1. Approve and award the construction contract for the FY 26 CDBG Sidewalk Replacement\nProject (CIP No. 26-005-55047) to Gentry Brothers, Inc. in the amount of $542,600.00; and\n2. Approve a 25% construction contingency in the amount of $135,650.00 for the project; and\n3. Authorize the Mayor and City Clerk to execute the contract with Gentry Brothers, Inc.; and\n4. Authorize the Director of Finance to make appropriations and budget adjustments as necessary.

8.\nConsideration for Approval of a Professional Services Agreement (PSA) between the Ctiy of\nBaldwin Park and Kingdom Causes, Inc. dba City Net\nIt is recommended that the City Council:\n1. Approve the PSA for consultant services between the City of Baldwin Park and Kingdom\nCauses, Inc. dba City Net in the total amount of $1,061,358.38 to operate Esperanza Villa for\none (1) year and continue serving twenty-five (25) beds of interim housing for adults\nexperiencing homelessness at Esperanza Villa from December 23, 2025, to December 22,\n2026.; and\n2. Authorize the Mayor to execute PSA; and\n3. Authorize the Director of Recreation & Community Services to process the necessary\ndocuments and grants associated with this PSA contract; and\n4. 9.\nAuthorization to Enter into Agreement with a Retired Annuitant for Property & Evidence\nBureau backlog services using Measure BP Fund.\nIt is recommended that the City Council:\n1. Approve the Measure BP Stakeholder Oversight Committee's recommendation to appropriate\n$165,000 from Measure BP Fund for a three-year contract period; and\n2. Authorize the Mayor to execute a retired annuitant agreement for Property & Evidence Bureau\nbacklog services in a form approved by the City Attorney ; and\n3. Authorize the Director of Finance to appropriate funding annually to cover the three-year\ncontract from the Measure BP Fund and make necessary budget adjustments.
