A.\nPublic Hearing to Consider Adoption and Second Reading of Ordinance\nNo. 1030 - Amending Title 15 of the Rosemead Municipal Code (Buildings\nand Construction)  On December 9, 2025, the City Council introduced for\nfirst reading, Ordinance No. 1030, an ordinance adopting by reference, the\n2025 California Building Standards Code as amended and adopted by Los\nAngeles County.  At this meeting, the City Council also adopted Urgency\nOrdinance No. 1031 to ensure the City’ s building and safety authority\nremains in effect without interruption on January 1, 2026, and until\nOrdinance No. 1030 becomes effective.\nRecommendation: That the City Council take the following actions:\n1.\nConduct a public hearing and receive public testimony; and\n2.\nMove to approve the second reading and adopt by title, Ordinance\nNo. 1030, entitled:    AN ORDINANCE OF THE CITY COUNCIL OF THE\nCITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, AMENDING TITLE 15 BUILDINGS AND\nCONSTRUCTION AND ADOPTING BY REFERENCE, THE 2025\nCALIFORNIA BUILDING STANDARDS CODE, AS AMENDED AND\nADOPTED BY LOS ANGELES COUNTY INCLUDING BUILDING,\nRESIDENTIAL, ELECTRICAL, PLUMBING, MECHANICAL, GREEN\nBUILDING, EXISTING BUILDINGS, ENERGY, AND HISTORICAL\nBUILDINGS CODES, WITH CERTAIN AMENDMENTS, ADDITIONS,\nAND DELETIONS THERETO\nStaff Report & Attachment A\nAttachments B & C
