B.\n2026 City Council Meeting Schedule City Council meetings are scheduled\nfor the second and fourth Tuesday of each month at 7:00 p.m. In the past,\nthe City Council has canceled the second meetings in August (for summer\nbreak), November (for Thanksgiving), and December (for Christmas).\nAdopting a 2026 meeting schedule will help the City Council, staff, and the\ncommunity plan their schedules in advance. The City Council has the\ndiscretion to add, modify, or cancel meetings as needed.\nRecommendation: That the City Council adopt the City Council meeting\nschedule for the 2026 calendar year.\nStaff Report

C.\nApproval of Annual List of Proclamations for Calendar Year 2026 Each\nyear, a list of proclamations is approved for the calendar year. D.\nAccept Completed Improvements and Authorize the Filing of a Notice of\nCompletion for the Public Safety Center Upgrades Project No. 31028 On\nOctober 22, 2024, the City Council awarded a construction contract to\nRoyal Construction Corp. for the Public Safety Center Upgrades Project.\nThe total construction budget, including a 10% contingency, was\n$2,626,800.00. On June 10, 2025, the City Council adopted Resolution No.\n2025-30 amending the City’s Fiscal Year 2024-25 CIP budget to\nappropriate additional funds in the amount of $255,850.00 to cover the\ncosts of unforeseen conditions. All construction improvements have been\ncompleted and have been accepted by City staff. A notice of completion\nwill be filed with the Los Angeles County Recorder upon approval by the\nCity Council. The release of retention funds will occur 35 days after the\nfiling of the notice of completion.\nRecommendation: That the City Council take the following actions:\n\n1.\nAccept the completed improvements for the Public Safety Center\nUpgrades Project No. 31028 as performed by Royal Construction,\nCorp.; and\n2.\nAuthorize the recordation of Notice of Completion with the Los\nAngeles County Recorder and the release of retention funds 35 days\nthereafter.\nStaff Report

E.\nFederal Legislative Advocacy Days – Washington, DC The City’s Federal\nlobbyist David Turch & Associates is coordinating Federal lobby days for\nmembers of the City Council and City staff potentially in February, March,\nJune, and/or September 2026. Visiting while representatives are in\nsession provides the maximum opportunity to meet with them face-to-\nface. The intent is to conduct meetings to discuss topics on\nTransportation, Public Safety, Affordable Housing, Economic\nDevelopment, and various issues affecting the City of Rosemead.\nRecommendation: That the City Council authorize the attendance, at City\nexpense, of any Council Member and City staff interested in attending Federal\nLegislative Advocacy Days in Washington, DC, potentially in February, March,\nJune, and/or September 2026.\nStaff Report

A.\nMayor’s Appointments for 2026 Calendar Year Each year, a listing of City\nCouncil Member appointments to a variety of Regional and State\ncommittees and boards is prepared and submitted to the Mayor. Once the\nappointments have been made, the City Clerk’s office will prepare the\nAgency Report of Public Official Appointments Form 806, as required by\nthe Fair Political Practices Commission (FPPC), file the form with the\nFPPC, and post it on the City’s website.\nRecommendation: That the City Council discuss and approve the Mayor’s\nAppointments for the 2026 Calendar Year and direct the City Clerk to prepare\nand file Form 806.\nStaff Report
