PH 2. 2021 Application to the California Department of Housing and Community Development\nPermanent Local Housing Allocation Program and 5-Year Plan Amendment\nRecommendation(s):\n1. Adopt Resolution , authorizing the application and adopting a plan for the State of\nCalifornia Department of Housing and Community Development Permanent Local Housing\nAllocation (PLHA) Program; and\n2. Submission of an amended Permanent Local Housing Allocation 5-Year Plan; and\n3. Appropriation of 2021 PLHA funds to General Ledger account fund 349-4792-770; and\n4. Authorize the City Manager, or his designee, to execute all related documents.\n5. Find that the California Environmental Quality Act does not apply to this item.\nIn 2017, Senate Bill 2 created the first permanent source of funding to increase the\naffordable housing stock in the State of California. Revenue is generated through a $75\nrecording fee on\nreal estate transactions, and therefore, will vary from year to year depending on activity.\nThe PLHA program is overseen by the State’s Department of Housing and Community\nDevelopment\n(HCD), who issued a Request for a Proposal in March 2020.
