Approve Task Order No. 1 with IDS Group, of Irvine, California, in accordance with the\nMulti-Year Professional Services Agreement, Service Group Category (SGC) 12 –\nArchitectural and Engineering Design – On-Site Facilities, to provide Architectural and\nEngineering (A & E) services for El Dorado Park Improvements in the amount of\n$337,740.00 plus a 10% contingency; and authorize the City Manager, or his designee, to\nsign all documents.\nEl Dorado Park is located on the northwest corner of 5th Street East and Pondera Street\nwithin a densely populated area and is surrounded by established residential neighborhoods,\nan elementary school, and commercial businesses. The El Dorado Park revitalization project\nfocuses on creating renovated amenities to improve and expand community resources based\non community input.On May 3, 2021, the City of Lancaster filed a Notice of Exemption to\ncomply with the California Environmental Quality Act for the revitalization of El Dorado\nPark.

Ronald Chatters, III was selected as a consultant to assist with creating policies and\nprocedures for the Administrative Citation program.

Adopt Ordinance No. 1097 amending Titles 1, 5, 8, 9, and 12 of the Lancaster Municipal\nCode relating to administrative citations for misdemeanor and civil offenses, the\nimplementation of a process for fee reduction and appeal for administrative citations, and\ngiving the city manager discretion to create policies and procedures to further implement\neach Title.\n2. Find that the California Environmental Quality Act does not apply to this item.\nAs the City looks forward to establishing its Hybrid Policing Program, it is appropriate to\nexpand appeal and review processes for cited persons and establish processes for waiving or\nreducing citation penalties for those cited persons who can demonstrate indigency is in the\npublic interest, while providing persons who commit such offenses an opportunity to avoid\ncriminal proceedings. It is also appropriate to provide the City Manager and his designee\nwith authority to promulgate rules, policies and procedures necessary to implement amended\nTitles 1, 5, 8, 9, and 12 of the Lancaster Municipal Code.\nPUBLIC HEARING

PH 2. 2021 Application to the California Department of Housing and Community Development\nPermanent Local Housing Allocation Program and 5-Year Plan Amendment\nRecommendation(s):\n1. Adopt Resolution , authorizing the application and adopting a plan for the State of\nCalifornia Department of Housing and Community Development Permanent Local Housing\nAllocation (PLHA) Program; and\n2. Submission of an amended Permanent Local Housing Allocation 5-Year Plan; and\n3. Appropriation of 2021 PLHA funds to General Ledger account fund 349-4792-770; and\n4. Authorize the City Manager, or his designee, to execute all related documents.\n5. Find that the California Environmental Quality Act does not apply to this item.\nIn 2017, Senate Bill 2 created the first permanent source of funding to increase the\naffordable housing stock in the State of California. Revenue is generated through a $75\nrecording fee on\nreal estate transactions, and therefore, will vary from year to year depending on activity.\nThe PLHA program is overseen by the State’s Department of Housing and Community\nDevelopment\n(HCD), who issued a Request for a Proposal in March 2020.

Introduce Ordinance No. , amending Title 17 of the Lancaster Municipal Code by\namending Chapter 17.12 (Commercial Zones), and by adding a new Chapter 17.45, relating\nto the regulation of collection/donation bins.\n2. Find that the California Environmental Quality Act does not apply to this item.\nThe proposed ordinance would provide that collection bins may be present on commercially\nzoned property on which at least one currently licensed business is operating. A\nDevelopment Services Director’s review and approval is required prior to placing a bin on\nprivate property.
