17) DISCUSSION AND CONSIDERATION TO REVIEW DECORATIVE LIGHTING IN THE DOWNTOWN\nMALL AREA AND ITS IMPACT ON LOCAL BUSINESSES\nThis item was agendized by Councilmember Mary Solorio.\nCity Council discussion to provide staff direction to collect and summarize feedback from\nDowntown Mall businesses regarding the perceived impact of decorative lighting, evaluate\navailable data related to foot traffic, sales trends, and business activity before and after\ninstallation, where feasible, identify qualitative and quantitative indicators of success or areas\nfor improvement, and report back to the City Council with findings and recommendations\nregarding the continued use, expansion, or refinement of decorative lighting in the Downtown\nMall area.
