(5)\n25-1537\nCATEGORICAL EXEMPTION and ARTS, PARKS, LIBRARIES, AND\nCOMMUNITY ENRICHMENT COMMITTEE REPORT relative to a\nMemorandum of Understanding (MOU) with Friends of Oakridge for\nthe restoration and preservation of the Oakridge Estate Residence\nlocated at 18650 Devonshire Street.\nRecommendations for Council action:\n1. DETERMINE that the proposed project is categorically exempt\nfrom the provisions of the California Environmental Quality Act\n(CEQA) pursuant to Article 19, Section 15301 (Operation,\nrepair, maintenance, permitting, leasing, licensing, or minor\nalteration of existing public or private structures, facilities,\nmechanical equipment, or topographical features, involving\nnegligible or no expansion of existing or former use) of the\nCalifornia CEQA Guidelines; and, Article III, Section 1, Class\n1(14) of the City CEQA Guidelines.\n2. APPROVE a proposed five-year MOU, with one five-year option\nto extend at the discretion of the General Manager, RAP, or\ndesignee, between the City of Los Angeles, acting by and\nthrough the Board of Recreation and Park Commissioners\n(Board), and Friends of Oakridge (Organization) in support of\nthe restoration and preservation of the Oakridge Estate\nResidence located at 18650 Devonshire Street, Northridge,\nCalifornia 91324, substantially in the form as Attachment 1 of\nthe Board report dated December 18, 2025, attached to the\nCouncil file.\n3. AUTHORIZE the President and Secretary, Board, to execute\nthe MOU subsequent to all necessary approvals.\n4. AUTHORIZE the RAP to make any necessary technical\nchanges consistent with the Board’s intent in approving said\nBoard report and proposed MOU.\nFiscal Impact Statement: The Board reports that the proposed MOU\nwill have no adverse impact on RAP’s General Fund as operations\nand program costs associated with the Organization's use and\nsupport of the Oakridge Estate Residence and Park will be paid for by\nthe Organization at no cost to the City or the RAP.
