(7)\n11-0630\nEXEMPTIONS, ARTS, PARKS, LIBRARIES, AND COMMUNITY\nENRICHMENT COMMITTEE REPORT and ORDINANCE FIRST\nCONSIDERATION relative to adding Verdugo Mountain Park, located\nin the Shadow Hills neighborhood, to the list of City parks with specific\nopening and closing hours.\nRecommendations for Council action, SUBJECT TO THE APPROVAL\nOF THE MAYOR:\n1. DETERMINE the following:\na. The proposed action is exempt from the California\nEnvironmental Quality Act (CEQA) under Section 15301 of\nthe State CEQA Guidelines and Section 1(a) of Article III\nof the City CEQA Guidelines, in that the project involves\nthe minor alteration of an existing public facility with\nnegligible or no expansion of its current use.\nb. The proposed action is exempt pursuant to State CEQA\nGuidelines Section 15323, as its action consists of the\nnormal operation of existing facilities for public gatherings\nfor which the facility was designed.\nc. The proposed action does not constitute a project under\nCEQA pursuant to State CEQA Guidelines Section\n15378(b), in that the action relates merely to\nadministrative and organizational matters and the setting\nof policy and procedures that do not result in any direct or\nindirect change to the physical environment.\n2. PRESENT and ADOPT the accompanying ORDINANCE, dated\nJanuary 5, 2026, amending Section 63.44.B.14(c) of Article 3,\nChapter VI of the Los Angeles Municipal Code to add Verdugo\nMountain Park, located east of the Interstate 5 freeway and\nsouth of La Tuna Canyon Road in the Shadow Hills\nneighborhood, to the list of parks with specific opening and\nclosing hours to open at Sunrise and close at Sunset.\nFiscal Impact Statement: None submitted by the City Attorney. Neither\nthe City Administrative Officer nor the Chief Legislative Analyst has\ncompleted a financial analysis of this report.
