8J.\nAuthorization of Amendment No. 2 to the General Services and Beach\nMaintenance Agreement with Whillock Contracting, Inc. associated with the\nOpportunistic Beach Fill Program(OBFP)/Sand\nCompatibility and\nOpportunistic Use Program (SCOUP), using available budget in Capital\nImprovement Project No. WB08C, to increase the current service contract\nagreement amount by $350,000, to support the sediment deposit effort of the\nGreystar SCOUP permit, which consists of placement of approximately 9,400\ncubic yards of compatible sand sediment material at Leucadia State Beach\n(adjacent to Beacons Beach).  Environmental Considerations: An existing\nMitigated Negative Declaration (MND; SCH No. 2013111057) is certified and in\nplace as it relates to the existing development permit for the OBFP/SCOUP\nProgram (WB08C). However, the contract amendment action being\nconsidered by the City Council is not subject to the California Environmental\nQuality Act (CEQA) pursuant to Section 15060(c)(3) of the CEQA Guidelines\nbecause the additional funding being requested as part of this is existing\ncontract is not a "project" pursuant to Section 15378(b)(5). The action\nauthorizes staff to implement an organizational or administrative activity of\ngovernment that by itself will not result in a direct or indirect physical change in\nthe environment.  Contact Person: Coastal Zone Program Administrator\nMierau\nRecommended Action: Authorize the City Manager, or designee, in\nconsultation with the City Attorney, to execute Amendment No. 2 to the\nGeneral Services and Beach Maintenance Agreement with Whillock\nContracting, Inc. to facilitate the installation of the Greystar SCOUP sediment\nplacement at Leucadia State Beach, in substantial form with proposed scope\nand cost.\n2026-01-21 Item 08J Whillock Contract Amendment
