4.\nAWARD CONTRACT: ALHAMBRA SOLID WASTE MANAGEMENT SERVICES\nAGREEMENT AUDIT – F2M25-66, RFP2M25-28, C2M26-10, M2M26-25\nOn December 8, 2025, the City Council approved staff’s recommendation to solicit\nproposals for professional services to audit the Solid Waste Management Services\nAgreement with Republic Services pursuant to Section 8.2.7 of the Agreement to verify\ncompliance with contractual and regulatory requirements. Following Council’s direction,\nstaff issued a Request for Proposals (RFP2M25-28) for professional auditing services.\nFive proposals were received. Management Services staff reviewed and scored the\nproposals based on firm qualifications, staffing, schedule, scope of work, and references.\nHF&H Consultants ranked highest.\nRecommended Action:\nCity Council approve a contract, subject to final approval by\nthe City Manager and the City Attorney, by and between the City of Alhambra and HF&H\nConsultants, LLC, for professional services in the amount of $70,000 for a Waste Audit for\nRate Year 2023-24 under the Solid Waste Management Services Agreement with\nRepublic Services; and, direct staff to undertake the steps necessary to finalize Council’s\naction.
