1.\n710 PROJECT UPDATES – F2M19-32, F2M20-67\nOn October 27, 2025, the City Council requested clarification on the City’s overall and\nproject allocation amounts under Measure R 710 Mobility Improvement Project (MIP)\nFunds. In addition, the Council requested a brief summary of the work associated with\nthe SB-710 Regional Task Force Planning Committee, which Committee was established\npursuant to Senate Bill 710 (Durazo) to complete and submit a report to the California\nLegislature on the issues of traffic and potential land uses related to the SR-710 Terminus\nadjacent areas. Staff will present information and updates related to the 710 Project.\nRecommended Action:\nCity Council receive and file the 710 Project Updates\nincluding the presentation by Kimley Horn on the City’s 710 Mobility Improvement Projects\ncurrently underway for the Fremont Avenue On/Off Ramp and the 710 Arterial Conversion\n(Stub).\nCONSENT AGENDA (Item Nos. 2 – 11): (TIME LIMITATIONS: 5 MINUTES PER SPEAKER\nFOR ONE ITEM, 10 MINUTES PER SPEAKER FOR 2+ ITEMS)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

10.\nPERSONNEL ACTIONS – F2M26-2\nRecommended Action:\nCity Council ratify the actions of the City Manager set forth\nin that certain Personnel Actions document dated February 9, 2026 showing the various\nappointments, classifications, salary changes, etc., since the last City Council meeting.

11.\nCONSIDERATION AND INTRODUCTION FOR FIRST READING OF AN ORDINANCE\nADOPTING THE PRIMA FACIE SPEED LIMITS IN SCHOOL ZONES IN THE CITY –\nF2M26-7, O2M26-4857\nThe recent passage of AB 382 enabled cities to reduce the speed limit in school zones to\n20 miles per hour when children are present. A school zone is defined as an area of 500\nfeet in all directions on the roads adjoining a school. At the January 12, 2026 City Council\nmeeting, Councilwoman Adele Andrade-Stadler requested that an item be agendized\nsetting a speed limit of 20 miles per hour for the Council’s consideration. The City Council\nconcurred in the request. The proposed ordinance will establish a prima facia speed limit\nof 20 miles per hour in school zones when children are present, with the posting of\nappropriate signage to that effect.\nRecommended Action:\nCity Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M26-4857: An Ordinance of the Alhambra City Council\nadding Section 11.08.075 to Chapter 11.08 of the Alhambra Municipal Code\nestablishing a prima facia speed limit of 20 miles per hour in school zones\nwhich ordinance will return for a second reading and adoption the next regular City Council\nmeeting.

2.\nACCEPTANCE OF GRANT FUNDS FROM THE LOS ANGELES METROPOLITAN\nTRANSPORTATION AUTHORITY UNDER MEASURE R FOR THE 710 STUB\nIMPROVEMENTS INTO A FOUR-LANE ARTERIAL – F2M19-32, M2M26-28\nOn April 24, 2023, the City entered into a Cooperative Agreement with the California\nDepartment of Transportation (Caltrans) for the Project Initiation Document (PID) for the\n710 Stub Improvements at Valley from a six-lane freeway corridor to a four-lane local\narterial. Featured with the arterial conversion concept are bike lanes, a pedestrian\nwalkway, lighting, parkways with trees and landscape, and stormwater pre-treatment\nelements including water capture and reuse elements. On October 10, 2025, the City\nreceived the Funding Agreement in the amount of $62,400,000 for the City’s Arterial\nConversion Project. The funding amounts by Fiscal Year are detailed in the February 9,\n2026 staff report by the Assistant City Manager. The Measure R funds will provide for\nProject Initiation Document, Project Development, Project Approval/Environmental\nDocument, Plans, Specifications, and Estimates, and Construction for the City’s Arterial\nConversion Project.\nRecommended Action:\nCity Council accept grant funds in the amount of\n$62,400,000 from the Los Angeles Metropolitan Transportation Authority under the I-\n10/SR-710 Interchange Reconfiguration (Arterial Conversion), LACMTA Project ID\n#MR1.1.1.01 and FTIP #LAMIPMR123; appropriate $9,000,000 in revenues and\nexpenditures under Measure R for the 2024-25, 2025-26 and 2026-27 Fiscal Years, as\nallocated under the grant; authorize the City Manager or designee to execute all\ndocuments related to grant implementation; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 3.\nACCEPT SUMMER LUNCH PROGRAM GRANT FROM THE CALIFORNIA STATE\nLIBRARY AND APPROPRIATE FUNDS – F2M26-18, M2M26-24\nThe California State Library offers grants in support of library programs and pop-up visits\nat summer lunch sites to enhance access to books and library services by the community.\nIn November, 2025, staff applied for this funding opportunity and was awarded $5,104 to\nsupport library programming at the City’s park sites participating under the free Summer\nLunch Program. The grant funds will be used to purchase giveaway books and\nprogramming supplies to be used during the Library’s mobile visits this summer.\nRecommended Action:\nCity Council accept $5,104 in grant funds from the California\nState Library to support the Library’s mobile summer programs and services; appropriate\nrevenue and expenditure funds in the amount of $5,104; authorize the City Manager or\ndesignee to sign the grant agreement with the California State Library, subject to final\nlanguage approval by the City Manager and City Attorney; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 4.\nAWARD CONTRACT: ALHAMBRA SOLID WASTE MANAGEMENT SERVICES\nAGREEMENT AUDIT – F2M25-66, RFP2M25-28, C2M26-10, M2M26-25\nOn December 8, 2025, the City Council approved staff’s recommendation to solicit\nproposals for professional services to audit the Solid Waste Management Services\nAgreement with Republic Services pursuant to Section 8.2.7 of the Agreement to verify\ncompliance with contractual and regulatory requirements. Following Council’s direction,\nstaff issued a Request for Proposals (RFP2M25-28) for professional auditing services.\nFive proposals were received. Management Services staff reviewed and scored the\nproposals based on firm qualifications, staffing, schedule, scope of work, and references.\nHF&H Consultants ranked highest.\nRecommended Action:\nCity Council approve a contract, subject to final approval by\nthe City Manager and the City Attorney, by and between the City of Alhambra and HF&H\nConsultants, LLC, for professional services in the amount of $70,000 for a Waste Audit for\nRate Year 2023-24 under the Solid Waste Management Services Agreement with\nRepublic Services; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 5.\nRENEWAL OF EDISON EASEMENT LICENSE AGREEMENT – F2M21-30, F2M1-44,\nC2M26-11, M2M26-26\nIn 1986, the City of Alhambra entered into a license agreement with SCE to lease the\neasement on Raymond Avenue between Alhambra Road and Cedar Avenue. SCE agreed\nto provide the City with a license to use the property with certain stipulations. Primarily,\nthis involves adequate access for SCE vehicles and employees to maintain their structures\nand non-interference by City improvements with existing power lines or poles. Since the\napproval of the original agreement, the City has improved a portion of the property\nadjacent to Park School, by constructing a parking lot, with landscape improvements. This\nlot is used by the public during the hours Alhambra Park is open. In March 2021, the\nlicense agreement was renewed for a five-year period, and will expire on March 31, 2026.\nSCE has offered a five-year renewal of the license agreement from April 1, 2026, through\nMarch 31, 2031. The license agreement includes an annual fee of $581.37 that will\nincrease annually by no more than 5%.\nRecommended Action:\nCity Council approve the renewal of the license agreement\nwith Southern California Edison Company, subject to final language approval by the City\nManager and City Attorney, for the use of the easement on Raymond Avenue adjacent to\nAlhambra Park for the purpose of park use, for a period of five (5) years, commencing on\nApril 1, 2026 through March 31, 2031, with an annual fee of $581.37 plus annual increases\nnot to exceed 5% payable to Southern California Edison; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. 6.\nNOTICE INVITING BIDS: 2026 USDA SUMMER FOOD SERVICE PROGRAM – F2M26-\n24, N2M26-17\nThe Summer Food Service Program (SFSP) is a federally funded program administered\nby the State of California Department of Education. The proposed SFSP will begin\ndistributing lunches and snacks on June 1, 2026 and will be provided Monday through\nFriday through August 7, 2026. The City will be eligible for reimbursement by the California\nDepartment of Education for lunches, snacks and operational costs.\nRecommended Action:\nCity Council approve the City’s participation in the 2026\nSummer Food Service Program; authorize staff to circulate a Notice Inviting Bids to secure\na vendor to provide prepared lunches and snacks for the program; and, direct staff to\nundertake the steps necessary to finalize Council’s action.

7.\nSTREET EASEMENT: 1000-1008 SOUTH GARFIELD AVENUE – F2M26-8, M2M26-27,\nD2M26-2038\nStaff requests that the City Council accept a street easement for the property located at\n1000-1008 S. Garfield Avenue. Per the City of Alhambra Right-Of-Way and Lane\nConfiguration Study of 1985, a dedication of the north west corner of the lot (Garfield Ave.\nand Linda Vista Ave.) is required. The property line shall be rounded to a final 18-foot\nradius to allow for a future ADA ramp to be constructed to standard. 8.\nNOMINATE AN APPOINTEE FOR METRO SAN GABRIEL VALLEY SERVICE\nCOUNCIL – F2M26-16, M2M26-29\nMetro’s Service Councils make decisions about bus routes and schedules for Metro bus\nlines operating in their region. Service Council Bylaws require that nominees live, work, or\nrepresent the region. Service Council Members may serve more than one three-year term.\nSan Gabriel City Council Member John Wu currently serves on behalf of the Cities of\nAlhambra, San Gabriel, San Marino, and South Pasadena as an appointee on Metro’s\nSan Gabriel Valley (SGV) Service Council. His term will expire on June 30, 2026.\nCouncilmember Wu was appointed to the Council in April 2025. Upon agreement, any one\nof the four cities may submit a letter nominating the incumbent or a replacement candidate\nto this seat, confirming that there is concurrence of all four cities. Metro is requesting that\nthe Cities of Alhambra, San Gabriel, San Marino, and South Pasadena submit a\nnomination to fill the seat for the July 1, 2026 - June 30, 2029 term to by April 17, 2026 to\nensure that a fully appointed Service Council is maintained. Council Member Wu wishes\nto continue serving on the SGV Service Council and the South Pasadena City Council\nrecently took action at their January 21, 2026 meeting to approve the continuation of\nCouncil Member Wu's appointment to the SGV Service Council. The nomination will be\nsubmitted to the Metro Board of Directors at their May 28, 2026 meeting for appointment.\nRecommended Action:\nCity Council vote to nominate San Gabriel City Council\nMember John Wu as an appointee to the Metro San Gabriel Valley Service Council; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.
