C. Approval of the FiberCity License Agreement\nAt the March 8, 2022, City Council meeting, SiFi Networks ( SiFi) provided a\npresentation on their FiberCity brand. FiberCity is a privately owned fiber optic\nnetwork that provides infrastructure to support gigabit speed internet service to every\nproperty within a city including residences, businesses, commercial, and City\nfacilities. At the October 25, 2022, City Council meeting, staff presented an overview\nof FiberCity including benefits and costs, comparison of internet service provider\nISP) rates, and results of staff' s outreach to cities currently implementing FiberCity.\nAfter City Council consideration and discussion ofthe item, the City Council directed\nstaff to develop a license agreement with SiFi for the implementation of FiberCity in\nRosemead. In response, staff from the Public Works Department and City Attorney' s\nOffice collaborated with SiFi to develop a draft Agreement. Staff is requesting that\nthe City Council authorize the City Manager or his designee to execute the\nAgreement and proceed with the process to add staffing to support the\nimplementation of FiberCity.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute an agreement with SiFi Networks for the\ninstallation of a city-wide fiber optic network\n2. Authorize the City Manager or his designee to proceed with the process to add\nthe positions of Associate Engineer and Public Works Inspector for City Council\nconsideration at the FY 22- 23 Mid -year Budget Review; and\n3. Find that the proposed action involves the minor alteration of existing public\ninfrastructure; therefore, the project is Class 1 Categorically Exempt pursuant to\nthe California Environmental Quality Act (CEQA).
