A. Public Hearing on Planned Development 22- 01, Zone Change 22- 01, General Plan\nAmendment 22- 01, and Tentative Tract Map 83705 - 8601 Mission Drive\nMission Villas, LLC is proposing the development of 37 two-story dwelling units,\neight of which will be developed utilizing the City' s Small Lot Subdivision\nOrdinance. In addition, four out ofthe 37 units will be designated as affordable units.\nThe dwellings will range in size from 1, 546 to 2, 553 square feet with four different\nfloor plans. Of the 37 units, 29 would be four-bedroom single family dwelling units,\nfour would be three- bedroom duplexes, and four would be four-bedroom duplexes.\nAll units will include an enclosed two -car garage. The project also includes 25 guest\nparking spaces and access would be provided via one 40 -foot -wide driveway on\nMission Drive. In addition, the project will include new landscaping, decorative\nhardscape, exterior walls and lighting, and open space areas. The project site is\nlocated at 8601 Mission Drive ( APNs: 5389- 009- 029, 030, and 031) in the Single\nFamily Residential ( R- 1) zone.\nRecommendation: That the City Council take the following action:\n1. Adoption of Resolution No. 2023- 01, Amending the Fiscal Year 2022- 23 Budget\nand Professional Services Agreement with Revize, LLC for Website Design and\nContent Management System Services in an Amount Not -To -Exceed $ 89, 500\nThe City of Rosemead website ( www.cityofrosemead. org) is the primary\ncommunication tool for residents, businesses, and visitors to access information\nregarding City services, community events, and much more. The current City website\nwas launched in 2017 and while it continues to be a functional site, the website' s\nfunctionality is limited in terms of design, navigation, search engine optimization,\nand generally how information is presented to the public. Current trends in website\ndesign have necessitated a rethinking of the City' s current format to connect citizens\nto services in a more streamlined manner.\nOn September 29, 2022, the City Manager' s Office published RFP No. 2022- 20\nrequesting proposals from qualified vendors for website design and content\nmanagement system services. The City received twenty-two ( 22) proposals by the\nsubmittal deadline and after comprehensive review, Revize, LLC (" Revize") was\ndetermined to be the most responsive and qualified vendor. Garvey Park Office Building & Gymnasium Reroofing Project—Project No. 39006 —\nAward of Construction Contract\nAs part of the City' s Fiscal Year 2021- 22 Capital Improvement Program, the\nCity Council approved the Garvey Park Office Building & Gymnasium Reroofing\nProject. The Project scope involves removing the existing deteriorated roof systems\nto the structural decks, installing new flashings, drains assemblies, and roofing at the\nGarvey Park office building & gymnasium. On December 13, 2022, the City received\neight ( 8) sealed bids.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute a construction contract with Western\nStates Roofing, Inc. in the amount of $334, 880. In addition, authorize an amount\nof $33, 488 ( 10%) as a contingency to cover the cost of unforeseen construction\nexpenses, for a total construction budget of $368, 368; and\n2. Find the proposed work involves the rehabilitation of an existing public facility;\ntherefore, the project is Class 1 Categorically Exempt pursuant to the California\nEnvironmental Quality Act (CEQA).

Approval of Traffic Improvements along Brookline Avenue Between Guess Street\nand Loftus Drive\nAt the October 6, 2022, Traffic Commission Meeting, staff presented\nrecommendations and options for traffic improvements along Brookline Avenue\nbetween Guess Street and Loftus Drive. After discussion and presentation of the item,\nthe Traffic Commission approved the staff' s traffic improvement recommendations\nfor Brookline Avenue. Public Works Field Services staff will complete all the\nrecommended items. Approval of Traffic Calming Measures on Temple City Boulevard Between South of\nValley Boulevard to Loftus Drive\nAt the October 6, 2022, Traffic Commission Meeting, staff presented\nrecommendations and options for traffic improvements along the segment of\nCity Boulevard between just south of Valley Boulevard to Loftus Drive.\nAfter discussion and presentation of the item, the Traffic Commission approved the\nstaff' s traffic improvement recommendations for Temple City Blvd.\nPublic Works Field Services staff will complete all the recommended items.\nAdditional materials and supplies that may be required to complete the work will be\npurchased and funded by the approved Fiscal Year 2022- 2023 Traffic Signs and\nMarkers fund.\nRecommendation: That the City Council approve the Traffic Commission\nrecommended items including:\n1. C. Approval of the FiberCity License Agreement\nAt the March 8, 2022, City Council meeting, SiFi Networks ( SiFi) provided a\npresentation on their FiberCity brand. FiberCity is a privately owned fiber optic\nnetwork that provides infrastructure to support gigabit speed internet service to every\nproperty within a city including residences, businesses, commercial, and City\nfacilities. At the October 25, 2022, City Council meeting, staff presented an overview\nof FiberCity including benefits and costs, comparison of internet service provider\nISP) rates, and results of staff' s outreach to cities currently implementing FiberCity.\nAfter City Council consideration and discussion ofthe item, the City Council directed\nstaff to develop a license agreement with SiFi for the implementation of FiberCity in\nRosemead. In response, staff from the Public Works Department and City Attorney' s\nOffice collaborated with SiFi to develop a draft Agreement. Staff is requesting that\nthe City Council authorize the City Manager or his designee to execute the\nAgreement and proceed with the process to add staffing to support the\nimplementation of FiberCity.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute an agreement with SiFi Networks for the\ninstallation of a city-wide fiber optic network\n2. Authorize the City Manager or his designee to proceed with the process to add\nthe positions of Associate Engineer and Public Works Inspector for City Council\nconsideration at the FY 22- 23 Mid -year Budget Review; and\n3. Proposed Founder' s Park Discussion\nThe City Council will discuss and give direction to staff regarding the licensed\nSouthern California Edison Corridor property that is located between Mission Drive\nand Wells Street just west of Walnut Grove. Currently, the City has a five year\nlicense agreement with SCE which is set to expire on August 31, 2026. Staff has\nbeen unable to secure a funding source to build the proposed Founder' s Park at this\nSCE location. H. Sidewalk ADA Master Plan - Award of Professional Services Agreement for\nEngineering Services\nAs part of the City' s Fiscal Year 2019- 20 Capital Improvement Program, the City\nCouncil approved the Sidewalk ADA Master Plan. The Plan will identify street\nsegments that have missing sidewalk and curb ramps or not compliant with\nAmericans with Disabilities Act (ADA) standards. The Plan will serve as a guiding\ndocument to assist staff in developing future capital improvement projects to improve\npedestrian mobility and safety throughout the City. On November 8, 2022, staff\nadvertised the Request for Proposals ( RFP) for Engineering Services for the Project\nand received four (4) proposals.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute a contract with Bucknam Infrastructure\nGroup, Inc. for Engineering Services for the preparation of the Sidewalk ADA\nMaster Plan in a not -to -exceed amount of $54, 985; and\n2. Find the proposed plan is not defined as a project under the California\nEnvironmental Quality Act (CEQA); therefore, the proposed plan is not subject\nto CEQA.\nL Garvey Park Tennis Courts Resurfacing Project - Project No. 39007 — Award of\nConstruction Contract and Adopt Resolution No. 2023- 06 to Appropriate Street\nLighting District Funds to Support Project Funding\nAs part of the City' s Fiscal Year 2021- 22 Capital Improvement Program, the City\nCouncil approved the Garvey Park Tennis Courts Resurfacing Project. The Project\nincludes removal of existing paint and resurfacing the existing five ( 5) tennis courts\nat Garvey Park with acrylic color coating, and installation of new striping for five ( 5)\ntennis courts and four (4) pickleball courts. On November 16, 2022, staff published\na Notice of Inviting bids for construction of the Project. On December 8, 2022, the\nCity received one ( 1) sealed bid. Based on staffs bid analysis, the bid submitted by\nTrueline Construction & Surfacing, Inc. in the amount of $76,440 is determined to\nbe the lowest responsive bid. The Project is funded with Street Lighting District funds\nin the total project amount of $50, 000. Staff is requesting the approval to appropriate\nan additional $ 40, 000 in Street Lighting District funds to increase the total project\nbudget to $90, 000.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute a construction contract with\nTrueline Construction & Surfacing, Inc. in the amount of $76, 440. In addition,\nauthorize an amount of $7, 644 ( 10%) as a contingency to cover the cost of\nunforeseen construction expenses, for atotal construction budget of $84, 084; and\n2.
