H. Sidewalk ADA Master Plan - Award of Professional Services Agreement for\nEngineering Services\nAs part of the City' s Fiscal Year 2019- 20 Capital Improvement Program, the City\nCouncil approved the Sidewalk ADA Master Plan. The Plan will identify street\nsegments that have missing sidewalk and curb ramps or not compliant with\nAmericans with Disabilities Act (ADA) standards. The Plan will serve as a guiding\ndocument to assist staff in developing future capital improvement projects to improve\npedestrian mobility and safety throughout the City. On November 8, 2022, staff\nadvertised the Request for Proposals ( RFP) for Engineering Services for the Project\nand received four (4) proposals.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute a contract with Bucknam Infrastructure\nGroup, Inc. for Engineering Services for the preparation of the Sidewalk ADA\nMaster Plan in a not -to -exceed amount of $54, 985; and\n2. Find the proposed plan is not defined as a project under the California\nEnvironmental Quality Act (CEQA); therefore, the proposed plan is not subject\nto CEQA.\nL Garvey Park Tennis Courts Resurfacing Project - Project No. 39007 — Award of\nConstruction Contract and Adopt Resolution No. 2023- 06 to Appropriate Street\nLighting District Funds to Support Project Funding\nAs part of the City' s Fiscal Year 2021- 22 Capital Improvement Program, the City\nCouncil approved the Garvey Park Tennis Courts Resurfacing Project. The Project\nincludes removal of existing paint and resurfacing the existing five ( 5) tennis courts\nat Garvey Park with acrylic color coating, and installation of new striping for five ( 5)\ntennis courts and four (4) pickleball courts. On November 16, 2022, staff published\na Notice of Inviting bids for construction of the Project. On December 8, 2022, the\nCity received one ( 1) sealed bid. Based on staffs bid analysis, the bid submitted by\nTrueline Construction & Surfacing, Inc. in the amount of $76,440 is determined to\nbe the lowest responsive bid. The Project is funded with Street Lighting District funds\nin the total project amount of $50, 000. Staff is requesting the approval to appropriate\nan additional $ 40, 000 in Street Lighting District funds to increase the total project\nbudget to $90, 000.\nRecommendation: That the City Council take the following actions:\n1. Authorize the City Manager to execute a construction contract with\nTrueline Construction & Surfacing, Inc. in the amount of $76, 440. In addition,\nauthorize an amount of $7, 644 ( 10%) as a contingency to cover the cost of\nunforeseen construction expenses, for atotal construction budget of $84, 084; and\n2. Adopt Resolution No. 2023- 06, entitled:\n9\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, CALIFORNIA, TO AMEND THE FISCAL YEAR\n2022- 23 CAPITAL IMPROVEMENT PROGRAM BUDGET AND\nAPPROPRIATE ADDITIONAL FUNDS FOR THE\nGARVEY PARK TENNIS COURTS RESURFACING PROJECT\nPROJECT NO. 39007; and\n3. Find the proposed work involves the rehabilitation of an existing public facility;\ntherefore, the project is Class 1 Categorically Exempt pursuant to the California\nEnvironmental Quality Act (CEQA).\n5.
